Invitation for Prequalification and Tender for the Construction of Minna City Mall
Introduction
In line with the Niger State Government’s vision of attaining the status of being among the three best economies in Nigeria by the year 2020, the State Government is desirous of constructing a Mall referred to herein as Minna City Mall to be located at the proposed Minna City Centre along Paiko Road, by Mobil Round About Minna, Niger State. In pursuit of its urban renewal programme, the state government is envisaging a re-development that will take advantage of the City Centre of the State Capital. Minna with a mall for which architectural designs have been completed.
Accordingly, Niger State Government is inviting reputable, competent and experienced companies to bid for the construction of the proposed Minna City Mall.
2.0 Project Description
The proposed Minna City Mall comprises of Anchor space for Multiple Tenants, Gaming Ball Room, Cinema Theatres and Roof Terrace sit out.
2.1 Construction
The work includes the construction of concrete and steel structural frames, main/central core in concrete and steel elements on raft and strip foundation.
3.0 Prequalification Requirements.
All Bidders are expected to be Local/International firms with proven track record in construction works.
In order to prequalify, prospective firms must provide the following information.
- Evidence of financial capability from a reputable bank.
- Evidence of registration with Niger State Public Procurement Board(NSPPB);
- Evidence of Registration with Corporate Affairs Commission (CAC);
- Evidence of three years Tax Clearance and VAT Certificate
- Evidence of three years Audited Account;
- Evidence of Registration with Directorate for Special Projects (SURE-P Funded Programmes)
- Evidence of previous work carried out;
- Company profile containing contact person, telephone number and e-mail dress;
3.2. Technical & Financial Bid Requirements.
- Methodology for undertaking the assignment and work plan;
- List of plants and equipment relevant to the project;
- A non- refundable bank draft of tender fees of N200.000.00 (Two Hundred Thousand Naira Only) payable to Directorate for Special Projects (SURE-P Funded Programmes
- Completed bidding documents; Composition and profile of management team showing relevant qualification and years of experience in construction/hospitality industries.
- Any other additional information that may enhance the bidding process.
3.3. Bid-Security
A refundable Bank Draft of 2% of the total Bid price.
4.0. Bid Documents Collection & Submission
4.1 Collection.
Interested bidders should collect bidding documents from the office of The Director General Directorate for Special Projects (Sure-P Funded Programmes upon presentation of non-refundable Tender fee of N200.000.00 (Two Hundred Thousand Naira Only) in form of Bank Draft payable to Direct orate for Special Projects (SURE-PFunded Programmes)
4.2. Submission
All submissions must comply with the following:
- Prequalification documents sealed in a envelope marked “Prequalification for the Construction of Minna City Mall.”
- Technical and Financial Bidding documents should be separately packaged in a sealed envelope clearly marked as “Technical and Financial” as appropriate and put together in a single envelope
- Documents (i) and (ii) should be enclosed in a bigger envelope marked “PREQUALIFICATION AND TENDER FOR THE CONSTRUCTION OF MINNA CITY MALL”
- All bids to be addressed and submitted to:

Bids should be submitted not later than 26th February, 2014.
All bids shall be publicly opened by 12 noon on 26′” of February 2014 at the premises of the
Directorate for Special Projects (SURE-P Funded Programmes in the presence of bidders and/or their representatives.
