Invitation for Bids from Qualified Contractors for Year-2013 UBE Intervention Projects

1.0       Introduction

The Bayelsa State Universal Basic Education Board, Okolobiri under the UBE Intervention Projects hereby invites reputable contractors to submit Bids for the under mentioned projects

1.1    Scope of Work:

1.0       Eligibility Criteria:

The following minimum qualification is required:

a)         Evidence of certificate of incorporation.

b)         3 years audited account reports

c)         Tax clearance certificates for the past 3 years.

d)        VAT Certificate

e)         Power of Attorney.

f)          Evidence of financial capabilities and banking support/referral letter.

g)         Evidence of similar projects executed in the past five years.

h)         Profile of key staff professional & technical qualification required to provide services.

i)           Knowledge of Local environment.

j)           List of equipment to be deployed for the project and proof of ownership

k)         Operational strategy

l)           Health, safety and Environment (HSE) POLICY

m)       Quality Assurance policy

n)         Company registered address, functional contract email address, GSM phone numbers & facsimile numbers.

o)         Average Annual Turnover of at least N20.0 million in construction works in any of the last 3 years.

p)         Bid security or bank draft in the sum of N250,000.00

All submissions must be backed up with relevant supporting verifiable evidence for a firm to qualify. Noncompliance will lead to disqualification.

2.0       Collection and Submission of Tender Documents

3.1       Qualified companies shall on application collect standard Bidding Documents (Technical and Financial), from 12 noon Friday June 27, 2014 upon presentation of evidence of payment of non-refundable tender fee of N100,000.00 for New Construction of Auditoriums Jobs or N50,000.00 for Re-Structuring and Renovation Jobs in Bank draft payable to the Executive Secretary Bayelsa SUBEB Okolobiri from: Procurement Unit, PR&S Department, Bayelsa State Universal Basic Education Board, P.M.B. 26, Okolobiri -Yenagoa, Bayelsa State.

3.2       Completed Bid comprising of both Technical and Financial bids shall be submitted in two difference sealed envelope and labeled “Original” and “Copy” and both sealed in a third envelope marked “Project Name” at the top right hand corner and addressed to the office stated in paragraph (3.1)

3.3      The closing date for the submission of bids is on or before 12.00 noon Tuesday July 22-, 2014. The Technical & Financial bids will be opened same day by 12.00 noon at the Board Headquarters, Okolobiri-Yenagoa, Bayelsa State.

3.4      Only forms whose Technical bids fulfill minimum requirement would have their financial bids considered.
