Invitation for Tender /Pre-Qualification for the Implementation of 2014 Capital Projects

The Federal Government of Nigeria has provided funds in the 2014 Appropriation for the Federal Ministry of Education (FME) under MDG and Constituency projects/programmes and the Ministry is desirous to utilize part of the funds to procure GOODS, WORKS AND SERVICES in various constituencies/locations in the 6 (six) Geo-political Zones of the Federation and FCT. Therefore, services of experienced contractors/consultants are required to procure the following.

Tender Requirements:

2.       Interested and competent Contractors wishing to carry out the above jobs are required to submit the following documents which will be subjected to verification by the Ministry:

i.            Evidence of registration with Corporate Affairs Commission (CAC);

ii.            Evidence of Current Tax Clearance Certificate for the last three (3) years ending in December 2014:

iii.            Evidence of Annual Audited Account report for the last three (3.) years (2011, 2012 and 2013);

iv.            Evidence of VAT registration with TIN No.;

v.            Names of Bankers with references;

vi.            Evidence of Financial capability to execute the projects,

1. Company profile with CVs of key officers including photocopies of relevant professional/technical qualifications;
2. Evidence of registration with relevant professional bodies such as ARCON, COREN, CORBON, etc. for Section A (Works Component) only;

ix.            List of verifiable Construction Equipment holding indicating ownership or Lease Agreement for Section A (Work Component ) only;

x.            Verifiable evidence (Photocopies of letter of award, completion certificates and interim performance certificate for on-going protects) of previous similar jobs in the last three (3) years;

xi.            Evidence of issuance of Compliance Certificate to all Organizations by PENCOM and remittances in line with Pension Reform Ad 2004 (as amended);

1. Evidence of compliance with relevant provisions of the amended Industrial Training Fund Act, 2011;
2. Evidence of compliance with relevant provisions of the ENSITF Act:
3. A sworn affidavit disclosing whether or not any officer of FME or BPP is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particular; and
4. Evidence of Categorization on BPP’s Database of CCSPs. It would be an added advantage;
5. Evidence of adequate relevant Professional Personnel (with copies of Certificates of registration with relevant Regulatory Bodies) in the employment of the company and verifiable documentary evidence of having a Project Manager with at least 10 years experience including not less than 5 years as a manager in the construction of works of similar nature and scope (This Criterion applies to only firms submitting Pre-qualification Documents for Lot: W46);and
6. Evidence of Minimum Average Company Annual Turnover of N300 Million in the last three (3) Years (This Criterion applies to only firms submitting Pre-qualification Documents for Lot: W46).
7. Bidders shall not bid for more than two (2) Lots/locations.
8. Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the Public Procurement Act 2007.
9. Interested eligible bidders may obtain further information from Procurement Department in respect of the Bidding Documents between 9.00am and 3.30pm (Mondays-Fridays) except public holidays The address is

Collection of Documents

6. A complete set of bidding documents shall be collected by interested bidders from the address in paragraph 5 above on the submission of non-refundable fee of Ten Thousand Naira (N10,000.00) per lot/location in certified bank draft payable to the Federal Ministry of Education
7. The bidding documents will be collected by hand by bidder’s representative(s).
8. Provisions in paragraphs 6 & 7 above do not apply to bidders for Lot. W46 Those responding to the invitation for Pre-qualification i.e. Lot; W46 should submit all documents listed in paragraph 2 above
   

Submission of Tender Documents

9. The completed tender should be enveloped, sealed, waxed and marked on the Top Left Hand Corner with the inscription: “Section (insert either A or B) Lot no.. ..and title of project” and should be addressed to as shown in paragraph 5 above and deposited in the Tender Box at the address in paragraph 5 above, on or before 12.00 noon on:
10. Monday, 8^th September. 2014 for Lots W1-W15;
11. Tuesday, 9^th September, 2014 for Lots W16-W45; and
12. Wednesday 10^th September, 2014 for Lots G1-G11.
13. The name of the contractor should also be clearly written in capital letters at the back of the envelope. Late bids will be rejected, please.
14. Deadline for the submission of Pre-qualification Documents for Lot. W46 is on or before 12.00 noon on Monday. 11^th August, 2014 at the address above.
    

Public Opening of Bids

2. Bids shall be opened as follows:

• Monday. 11^th August 2014 at 12:00 noon for Lots W46;
• Monday. 8^th September, 2014 at 12.00 noon for Lots W1-W15;
• Tuesday. 9^th September. 2014 at 12:00 noon for Lots W16-W45: and
• Wednesday 10^th September, 2014 for Lots G1-Gl1.

3. The Opening shall be done publicly in the presence of the bidders’ representatives, relevant Professional bodes. Non-Governmental Organizations and interested members of the public. Bid opening venue shall be at

4. Pubic opening of the pre-qualification Documents for Lot W46 will take place at 12:00 noon or Monday, 11^th August 2014 at the addressed above

5. Nothing in this advertisement shall be construed as a commitment on the part of the Ministry to award any or all of the above listed projects
