Invitation to Submit Pre-Qualification Documents for Execution of 2015 Projects
1.0 Introduction
The Independent National Electoral Commission (INEC) in pursuance of its statutory functions and in compliance with Due Process requirements invites interested and reputable Companies with relevant experience and good track records to submit Pre-qualification Documents for any of the under-listed Projects.

| 1 | Voter Registration Transfer Portal. | This electronic platform is required for transferring of Voters who sought and obtain approval for transfer from a given location to another. The transfer portal will be deployed at the Commission Headquarters, Abuja. |
| 2 | Cloud infrastructure Support. | Lease and support of Cloud Infrastructure Support for 2 years for running of electoral solutions. |
| 3 | Upgrade of Voter Registration Software. | This Application for enrolment of Voters will be provided at the Commission Headquarters, Abuja. |
| 4 | Development and Deployment of improved APIS System. | This improved AFIS Software will be deployed at the Commission Headquarters, Abuja. |
| 5 | Integrated Electronic Collation and the Election Transparency Result Administration and Collation (e-TRAG) system. | This system will integrate the features of Electronic Collation and the Election Transparency Result Administration and Collation (e-TRAC) System. This will be deployed at the Commission Headquarters, Abuja. |
| 6 | Integrated Voter Register Portal | This System will link the Commission Website to the Electronic Voters Register. This will be deployed at the Commission Headquarters, Abuja. |
| 7 | E-based PVC-Collection Directional Portal. | This System will provide useful data on the location of a given Permanent Voters Card. This will be deployed at the Commission Headquarters, Abuja. |
| 8 | PVC Distribution System. | This System will provide useful data on the distribution of Permanent Voters Card. This will be deployed at the Commission Headquarters, Abuja. |
| 9 | Upgrade of the Voter Verification System. | This upgrade is required to enhance Voter Verification System. This will be deployed at the Commission Headquarters, Abuja. |
(2.0) Pre-Qualification Requirements
Interested companies are required to submit the following documents;
(i) Evidence of registration with the Corporate Affairs Commission by inclusion of Certificate of incorporation and Articles of Association;
(ii) Tax Clearance Certificate for the last three (3) consecutive years; (2012, 2013, and 2014)
(iii) Evidence of VAT registration and past remittances;
(iv) Audited Accounts of the Company in the last three years (2012, 2013, and 2014)
(v) Evidence of Remittance of funds to Industrial Training Fund (ITF)
(vi) Evidence of financial capability to execute the project and banking support;
(vii) Evidence of registration with PENCOM, remittance of Pension Contribution on behalf of employees to various PFAs and other social security.
(viii) Evidence of similar jobs executed including letters of award and completion certificates
(ix) Comprehensive company profile, listing key technical personnel stating their roles, designation, qualifications and years of experience including copies of educational and professional certificates;
(x) Any other relevant information or documents;
(xi) Company representatives Phone Numbers and e-mail address(es).
3.0 Submission of Pre-Qualification Documents
All documents must be submitted in two (2) bound copies enclosed in a sealed envelope marked “PRE-QUALIFICATION DOCUMENTS FOR THE (indicate Lot Number, project title and description)’ addressed to:

4.0 General Information
(i) This invitation for pre-qualification is not an invitation to tender.
(ii) Only firms that are pre-qualified will be contacted and invited to submit technical bids, and also to demonstrate their solution. Those successful through this process will be invited to submit financial bids.
(iii) The deadline for submission of the Pre-qualification documents shall be on Wednesday, October 7th 2015, by 12:00 (noon) and opening of the pre-qualification documents will be immediately after the deadline on Wednesday, October 7th 2015 by 12:00 (noon) at the Commission’s Conference Hall, INEC HQ, Maitama, Abuja.
