Invitation for Expression of Interest (EOI) for the Development of Knowledge Management System (KMS) Framework for Agricultural Sector in Nigeria
The Federal Ministry of Agriculture and Rural Development (FMARD) in pursuit of the development of inclusive and sustained growth framework in the Agricultural Sector has created a strategic initiative to enhance knowledge sharing between Stakeholders at the Federal State and Local Government levels, in furtherance of the initiative, Federal Ministry of Agriculture and Rural Development (FMARD) in collaboration with UNDP/BMGF is desirous to develop a Knowledge Management System (KMS) Framework which will consolidate the Federal Government’s Policies in the Agricultural Sector and also foster learning and knowledge sharing between the Stakeholders. The Knowledge Management System (KMS) Framework was validated in April 2015 and it is expected to provide the background to the overall project.
(2) In other to achieve the above, the Ministry hereby invites Expression of interest (EOI) from competent, interested eligible National and International IT Consultants/Companies for the provision of the service as stated below:

(3) Eligibility Requirements
Interested Consulting Firms are to submit the following for further evaluation:
(i) Certificate of Incorporation with Corporate Affairs Commission (CAC) and Forms (Co2 and Co7).
(ii) Evidence of Tax Clearance Certificate from 2012, 2013 and 2014 verifiable from Federal Inland Revenue Services (FIRS).
(iii) Evidence of VAT Registration and pass VAT remittance.
(iv) Evidence of registration with PENCOM
(v) Evidence of payment of training contributions to Industrial Training Fund
(ITF).
(vi) Company’s audited accounts, for the last 3years; 2012, 2013 and 2014.
(vii) Evidence of registration with Bureau of Public Procurement (BPP).
(viii) Evidence of compliance with the Employee Compensation Act which requires that employers of labour must remit 1% of the total annual emolument of the workers to the Nigeria Social Insurance Trust Fund (NSITF).
(ix) Detailed Company/Organization’s Profile which should include signed CVs of key Personnel with evidence of previous experience.
(x) Evidence of successful completion of 2 or more similar jobs in the past 5 years.
(xi) Evidence of Membership of relevant Professional Institution will be an advantage.
(xii) Evidence in Sub-Sahara Africa and ability to communicate effectively in English, will be an added advantage.
(xiii) Any other document(s) to support the Firms qualification.
(4) Additional Information
Portal Scalability and Hosting
The system should be capable of accommodating large number of users at any given time and a target of 5,000 contiguous users to be validated as minimum requirement. Hosting shall be done by a reliable party guaranteeing a minimum of 2 years with:
- Minimum uptime of 99.9%
- Daily System Backups
- 24 hours Support

The Knowledge Management System (KMS) framework and combines the function of an e-library, Yellow pages, expert database and social network. It has relational components for information on organizational activities, documents, persons, good practices/solutions, Spaces are the core concept for organizing interaction between Stakeholders. The Knowledge Management System (KMS) should be tailored mobile device users using responsive web design principles.
(5) Submission of Expression of Interest (EOI)
All EOIs documents must be submitted in Three (3) copies One (1) Original and Two (2) copies each separately sealed in envelopes clearly marked “Expression of Interest” and all sealed in a third envelope marked with the appropriate Project Title at the top right hand corner and deliver to the address below from the date of this publication and not later than 12.00noon, on 20th August, 2015.

(6) Opening of Expression of Interest (EOl)
Both electronic and hardcopies of the EOIs’ will be opened immediately after the closure of submission of bids at the Conference Room B, Federal Ministry of Agriculture and Rural Development, FCDA Secretariat, Area 11 -Garki, Abuja in the presence of all Bidders in attendance. Late submission will be rejected.
(7) Please Note That:
Only shortlisted Firms will be invited for submission of Request for Proposal (RfP). This advertisement shall not be construed as a commitment on the part of Federal Ministry of Agriculture and Rural Development (FMARD) to appoint any Consultant nor shall it entitle any Consultant submitting documents to claim any indemnity from FMARD/UNDP.
