Wind Power Plants (Off-Shore or On-Shore)
This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
As part of Governments commitment to transformation of the Nigerian socio-economy landscape, The Federal Government of Nigeria has received financing from the World Bank towards the cost of Nigerian Erosion and Watershed Management Project (NEWMAP), designed to achieve greater environment and economic security. NEWMAP is an 8-year multi-sector and multi-scale program that targets states with acute gully erosion. The Project is to address severe gully erosion problems in the short term, reduce vulnerability to soil erosion and climate variability in the medium term, and promote long-term climate resilient, low carbon development. Climate variability and change threatens to exacerbate Nigeria’s erosion challenges; and more generally undermine the country’s efforts to reach its longer-run development aspirations, as it affects critical sectors such as agriculture, livestock, forest, water resources management, and coastal zone development. At the same time, Nigeria has a significant potential to contribute to global efforts to reduce the emission of Greenhouse Gases (GHGs). With the right combination of better knowledge, enhanced governance of climate-related policies and international funding for climate action, Nigeria could make its development more climate-resilient, and could pursue a range of win-win options to reduce emissions while at the same time spurring growth. To help put in place conditions for reducing in the longer-term climate-related challenges (including erosion), NEWMAP dedicated a component aimed at assisting the country to address the broader climate change agenda; including improving energy security; reducing the health and environmental impacts associated with fossil and nuclear energy; mitigating greenhouse gas emission; improving educational opportunities; creating jobs; reducing poverty; and increasing gender equality.
The Climate Change agenda support component is implemented at the Federal Government level to strengthen Nigeria’s capacity to promote low-carbon, climate resilient development. Outcomes focus on providing tools and approaches for government to become better equipped to respond to climate change; and on supporting demonstration projects on the ground to test the viability and scaling-up potential of low-carbon development options.
The Nigeria Renewable Energy Master Plan (REMP) is a policy being implemented by Nigeria’s Federal Ministry of Environment that aims to increase the contribution of Renewable Energy to account for 10% of Nigerian total energy consumption by 2025. The Federal Project Management Unit of NEWMAP intends to use part of the proceeds of the credit for the recruitment of a Consultancy firm to conduct the feasibility study for Utility-Scale Grid-Connected Wind Power Plants. The consulting services (“the Services”) include the study to determine feasibility of grid connected wind power plant(s), of 100 MWp of aggregate installed capacity at various sites, under a Public-Private partnership or IPP framework. The purpose of these studies is to assess possible wind system installation(s) and estimate the cost, performance, and site impacts of different options. In addition, the studies would conduct a policy, legal and security review of the projects under consideration and recommend financing options. The complete techno-commercial viability of the project would allow potential investors to quickly arrive at a financing and project implementation decisions with the minimal time and cost involvements. This is expected to greatly enhance and shorten the project development cycle as Nigeria plans to leverage Climate finance resources e.g. Green Climate Fund for enhancing the project profile for co-private investors’ participation.
The study details are as follows.
(1) Update of the onshore mapping for wind potential including acquiring and operation of measurement stations as described above
(2) Outlining of basics and conditions for offshore technologies and preparation of the first off shore wind map as described above
(3) Preparing of a decision regarding offshore wind measurements and mappings.
(4) Pre-Feasibility/ Site Selection Study – Intended to review possible locations and make a selection for siting wind power plants based on existing wind mapping. The studies are also to conduct a preliminary assessment of the technical and commercial viability of deploying 100MW grid-connected wind power plants.
(5) Feasibility Study- (intended to lead to Investment Bid):a) utility scale (50-100)MW grid-connected plant at single-site, allowing for modular scale-up, phased development in the identified sites, (b) Co-generation feeder plants adjacent to the Hydro Power Plant and (c) Embedded generation plants within privatised DISCOs (Grid-connected, distributed) or micro grid. Consultant must ensure close collaboration with the System Operator in the Transmission Company of Nigeria in deciding the location and scale of the plant.
(6) Power Evacuation Study – investigate the power evacuation options for the grid-connected wind power plants. This should result in an approval from TCN and the issuance of a power evacuation certificate.
(7) Environmental and Social Impact Assessment Report-Environmental and Social Impact assessment of the selected locations for the wind power plants, resulting in a certification by the Federal Ministry of Environment. (Geo-technical, Hydrological and Topography surveys will need to be carried out as part of the ESIA).
(8) Concept Engineering-technical design and specification (intended to lead to Functional Bid): Embedded generation plants within privatised DISCOs (grid-connected, distributed)
(9) Develop the financial model for wind power plants (intended to lead to investment decisions and power purchase agreement tariffs.)
Specific Objectives are:
(10) To update the currently available onshore wind mapping.
(11) To prepare decision on whether to follow up implementing an offshore wind mapping.
(12) To identify sites based on the available map and to analyse potential locations.
(13) To investigate the identified sites (parcels) having high wind energy potential for development of utility-scale grid connected wind power plant(s) and rank them according to their suitability for commercial exploitation; and assessing ranked sites and selection the best option for wind power plant.
(14) carryout a complete Cost-Benefit and Risk analysis of selected wind plants (including considered technologies and detailed system definition).
(15) To carryout scoping and feasibility studies of all the above plants. In addition, the intermittency of wind power needs to be carefully considered and the consultant must ensure close collaboration with the System Operator in the Transmission Company of Nigeria in deciding the location and scale of the plant; and
(16) to prepare a concept design, project specification, tender documents and detailed investment (or Business) plan, requirements list that can be used as an integral input towards project development, including technical, commercial and general specifications and equipment list for the grid connected wind plants that is ranked first and second.
The feasibility studies will entail detailed economic, financial, and technical analysis and site investigations. While a social and environmental impact assessment will be carried out as well. The economic and financial evaluation should be conducted in sufficient detail to enable forming a reasonable basis for making an investment (& Business for feasibility studies) decision.
Submission of Expression of Interests (EOIs)
The Federal Project Management Unit of the Nigeria Erosion and Watershed Management Project (NEWMAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are
(i) evidence showing the fields of specialty of the firm (consultant’s profile/brochures) (ii) evidence showing that the firm is a legal entity (certificate of registration), (iii) evidence of registration with relevant authorities and professional bodies, (iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment, (v) experience of working in a similar geographical region, (vi) Description of similar assignments, (vi) availability of appropriate skills among staff, and availability of essential technology etc.). For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, names of lead and associate firms, contract amount and financing sources.
The attention of interested Consultants (firm) is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers (July 2014) (“Consultant Guidelines”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
