Tender Opportunity: Provision of Coastal and Bunkering Vessels Service to NNPC-PPMC
(1.0) Introduction
The Pipelines and Products Marketing Company Ltd (PPMC), a subsidiary of the Nigerian National Petroleum Corporation (NNPC) hereby invites tenders for the provision of Coastal and Bunkering vessels for its operations.
PPMC seeks to engage the services of reputable organizations with the following classes of vessels:
- 5,000-8,000 DWT
- 10,000-20,000 DWT
- 25,000-50,000 DWT
(2.0) Bid Document Collection and Submission
(a) Bid Document Collection
Bid documents shall be available for collection effective Monday 10th August, 2015 upon presentation of a Bank Draft valued at Two Hundred Thousand Naira Only (N200,000.00) written in favour of The Nigerian National Petroleum Corporation from the office of:

All completed bids should be sealed and submitted in Two (2) separate envelopes marked on the top right hand corner as follows:

(3.0) Scope of Work
(a) Coastal Vessel
(i) Evacuate petroleum products from NNPC coastal refineries to various discharge ports in Nigeria and/or outside Nigeria as may be designated by PPMC.
(ii) Delivery of petroleum products to water fed depots with restricted draft jetties (6.0m to 11m).
(iii) Conduct ship-to-ship transfer of cargo(es) from import tankers and discharge same at water depots, in line with current OCIMF guideline.
(iv) Use vessel(s) as floating storage to facilitate evacuation of petroleum products from import vessel.
(b) Bunkering Vessel
(i) Loading of Automated Gas Oil (AGO) and Low Pour Fuel Oil (LPFO) from water-fed refineries for bunkering purposes.
(ii) Supply bunkers to NNPC owned and chartered vessels as required on a monthly basis.
(iii) Keeping accurate accounts for AGO and LPFO loaded and supplied to NNPC vessel(s).
(iv) Forwarding records of the bunkering activities to Marine Transport Department, PPMC on a monthly basis.
(4.0) Instruction to Bidders
(1) NNPC in compliance with the provisions of the Public Procurement Act 2007, requests interested companies to submit the details listed below in their bid documents:
(A) Detailed company profile with Certificates of Incorporation in Nigeria, Certified true copies of memorandum and article of Association of the company and CAC form C02 and C07 (Particulars of Directors).
(B) Company Tax Clearance for the last three (3) years (2012, 2013 and 2014).
(C) Evidence of VAT Registration and Remittance.
(D) Evidence of compliance with part IV, 16(6d) of the Public Procurement Act 2007 as it relates to PENSION (Certificate or exemption from PENCOM) and section 1(2) Pension Reform Act 2004.
(E) Audited Account for the past 3year (2012, 2013 and 2014) which must bear the stamp and seal of the Audit Firm.
(F) Evidence of registration with DPR.
(G) Evidence of Registration with NIMASA.
(H) Evidence of Registration with NPA.
(I) Evidence of compliance with the Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of copy of Compliance Certificate from the Industrial Training Fund (ITF).
(J) Nigerian Content plan that demonstrates full utilization of Nigerian labour and services with detailed description of role, work scope and man-hours in order to achieve minimum target as set out in the requirement of the NOGICD Act 2010.
(K) Current and in-place organizational structure with detailed experience and skills of key management personnel with names. Provide evidence (personnel list and position organizational chart) percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
(L) Detailed past/present commitment to staff training and development of Nigerian personnel.
(M) List of verifiable similar services detailing companies that the services were rendered to; Company full contact address (not P.O. Box) Functional phone numbers and e-mail address.
(N) Company’s CASHES plans and QA/QC policy and details of safety records for accidents, incidents, injuries and damages for the past three (3) years (2012, 2013 and 2014).
(O) Technical Details of vessel(s) being offered.
Note: Failure to meet any of 4.1.A – 4.1.H above is a “Fatal Flaw” and bidders will be disqualified
(5.0) Important Information
It must be noted that:
(i) Late submission shall be rejected
(ii) All commercial bids must be valid for at least 120 days
(iii) All costs incurred by your company as a result of this tender opportunity and any subsequent request for information shall be to your account
