(1) This Invitation for Bids follows the General Procurement Notice (GPN) for the Transforming Irrigation Management in Nigeria (TRIMING) Project that appeared in Development Business dated February 5, 2015.
(2) The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds for the Rehabilitation of 12nos Houses for use by the TRIMING Project at Bakalori Irrigation Scheme, Talatar Mafara, Zamfara State under the Sokoto Rima River Basin.
(3) The Transforming Irrigation Management in Nigeria (TRIMING) Project now invites sealed bids from eligible bidders for the Rehabilitation of 12nos Houses for use by the TRIM ING Project at Bakolori Irrigation Scheme, Talatar Mafara, Zamfara State (Sokoto Rima River Basin) described below.

(4) Bidding will be conducted through the National Competitive Bidding (NCB) procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
(5) Interested eligible bidders may obtain further information and inspect the bidding documents at the office of the Project Coordinator, Transforming Irrigation Management in Nigeria (TRIMING) Project at the address below on working days from 10.00 am to 5:00 pm (Local Time).
(6) Eligibility and Qualifications requirements include:
(a) Eligibility:
(i) Article of Incorporation or Registration of firm
(ii) Latest Income Tax Clearance Certificate
(iii) Latest VAT Registration Certificate
(b) Financial Capability:
(i) The audited accounts for the last three years 2012, 2013 and 2014 shall be submitted to demonstrate the current soundness of the bidder’s financial position.
(ii) The required average annual turnover shall be greater than N360m over the last 3 years
(iii) The minimum amount of liquid assets and or credit facilities net of other contractual commitments of the Bidders shall be N90m.
(c) Experience and Technical Capacity:
(i) Experience as prime contractor or subcontractor in the construction works for at least five (5) years.
(ii) The required number of similar contracts completed shall be one (1) over a period of three (3) years.
(iii) Major items of construction equipment proposed to carry out the contract.
(a) Excavator -1; (b) Wheel Loader – 2 (c) forklift 5tones -1 (d) Dumpers- 2 (e) Concrete mixers-1 (tilting Drum type) and transmitters -1 (f) Vibrator Pokers-2 (g) Tipper-2 (h) Survey equipment (i) Air Compressor (j) Diesel Generator on Trolley-1

(7) A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of Fifteen Thousand Naira (N 15,000.00) only. Payment should be through the following account details: Name of the Bank: ECO Bank Nigeria Ltd, Name of the Account: Triming Naira Account ‘A’ and Account Number: 5753004108. Bidding Documents will be available from 3rd August, 2015.
(8) Bids must be delivered to the address below on or before 12:00pm on 31st August, 2015. Electronic bidding will not be permitted and late bids will be rejected. Bids will be opened at 12:30pm on 31st August, 2015 at the address below and in the presence of the bidders’ representatives who choose to attend in person. All bids must be accompanied by a Bid Security as indicated in column 4 of the Table above and shall be addressed to “Transforming Irrigation Management in Nigeria (TRIMING) Project”.
