The Federal Government of Nigeria has received financing from the International Development Association (IDA) and the European Union (EU) towards the cost of STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds of this credit to payments for SAP Quality Assurance Consultancy services.
The overarching objectives for the consultancy services are to ensure that the services to be delivered for the Supply & Installation of Converged Infrastructure + SAP Application Upgrade, Functional Optimisation & Implementation meet Delta State Government’s requirements as outlined in the Bid Documents. The consultancy to be engaged should be able to provide necessary support in this regard. The Quality Assurance exercise will be aimed at ensuring that an independent and objective opinion of the project is obtained and most importantly, to ensure risks to achievement of the project goals are identified early and mitigated quickly.
Broadly, the Quality Assurance Services to be provided will fall into the following categories:
(a) Readiness of facilities
(b) Power Back Up Systems
(c) Converged Infrastructure
(d) SAP Application Upgrade
(e) Functional Optimisation
(f) Functional Implementation
The Delta State Employment and Expenditure for Results (SEEFOR) Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing quality assurance services for the various areas of the project.
Interested consulting firms with partnership status for providing SAP consultancy and established in providing Information Technology services and should have been in the business for a period exceeding three years as on the date of opening of bids. During the past four (4) years, the Bidder must have completed (2) successful contracts involving the implementation, installation, and provision of technical support for Information Systems of similar functional/technical characteristics such as customization of SAP software & Converged Infrastructure similar to the complexity of that described in the BID document
Firms should provide information indicating that they are qualified to perform the services (Description of similar assignments, a proven methodology for the Quality Assurance services, and suitably qualified functional and technical consultants for the exercise.). The short listing criteria include:
(1) That the consulting firm must be an active and very experienced SAP implementer.
(2) That the consulting firm must demonstrate that it has consultants with a sound understanding of the best practices for the various processes in scope for the proposed project.
(3) That the consulting firm must demonstrate that it has a robust methodology for providing the required quality review services: Meetings, Interviews, Review Approach and the various report deliverables. It must detail how it will cater for the unique combination of upgrade/enhancement/greenfield implementation activities.
(4) The consulting firm must provide proof that it has certified functional and technical SAP consultants – with over four years’ experience in their respective areas of expertise – to undertake the project.
The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultant firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consulting firm will be selected in accordance with the CQS (Consultant Qualification Selection) method set out in the Consultant Guidelines.
