Assignment-Title: Engagement of Consultancy Services to Conduct Studies on Potential Areas of Devolution of Functions to Local Government Areas in the State of Osun and Development of Roadmap for the Devolution of Authority by State/Agencies for Effective Local Governance
This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this Project that appeared in the UN Development Business Publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii)Thisday and (iii) Daily Trust.
The Federal Government of Nigeria has received a Grant from the International Development Association (IDA), acting as administrator of a trust fund from the European Union, towards the cost of State and Local Governance Reform Project. The State Government of Osun being one of the six beneficiary states of the grant, now intends to apply part of the proceed towards the engagement of a consulting services to conduct studies on potential areas of devolution of functions to local government areas in the State of Osun and development of roadmap for the devolution of authority by State/Agencies for Local Governance.
The consulting services (“the Services”) Include:
(A) Review of the Local governance system in the State of Osun, using as reference, legislations and studies carried out by the State and other institutions, donor assisted agencies, development partners over the past five years.
(B) Review of Public Finance Management (PPM) and Public Procurement Systems (PPS) of Local Governments in the State, based on information/data gathered from State/Local Authorities, Development Partners, Donor Agencies, CSOs and other stakeholders as well as documentations collected on PPM in the State.
(C) On the basis of the above, identify potential areas of devolution of functions and powers by the State to LGA or group of Local Government Areas (LGAs) in the State of Osun and then develop a roadmap to achieve same.
(D) Engage and consult with at least 50% of the LGAs covering the geographical spread of the State.
(E) Recommend options and modalities for implementing the programme roadmap.
The Osun State and Local Governance Project (OSSLOGOR) now invites eligible Consulting Firms (Consultants) to indicate their interest in providing the services. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff, etc.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011). Consultants may associate with other firms in the form of joint venture or a sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties. Expression of interest must be delivered in a written form (in person or courier service) both in hard (5) and soft copies in CD format to the address below not later than 11th August 2015.
