Invitation for Technical and Financial Bids for the Construction of a 300 Seater Lecture Theatre
The Petroleum Training Institute, Effurun Delta State wish to undertake the construction of a 300 Seater Lecture Theatre.
In compliance with the stipulation of national competitive Bidding process in Public Procurement Act 2007 (PPA 2007) the Institute hereby invites reputable contractors in the appropriate category with relevant experience and good track records to submit documents necessary for the execution of the project.
The description and the summary of scope of the works are as follows:
(i) The works comprise the erection and completion of 300 capacity Lecture
Theatre for Petroleum Training Institute.
(ii) The roof construction is of concrete/structured steel framework with
oven-balanced aluminum roof covering.
(iii) The floors finishing would be made of vitrified ceramic like paving on cement and sand floated.
(iv) The Engineering Services comprises Mechanical, Plumbing, Fire Fighting, Air-conditioning installation and Electrical installations, etc.
(2.0) Tender Requirements:
Interested bidders who are registered with Institute in the appropriate category must be Nigerian Companies, they should submit their bids with the following documents:
(i) Evidence of registration with Corporate Affairs commission.
(ii) Company Profile with detailed evidence of previous experience of principal and key persons including their capabilities Academic/ Professional qualifications.
(iii) Evidence of Registration with the Petroleum Training Institute in Category A.
(iv) Evidence of sufficient working capital for bids valued above N50 Million Naira and authority to seek reference from Bidder Banker.
(v) Tax Clearance Certificate verifiable from Federal Inland Revenue Services (PIRS) for (2012, 2013 and 2014).
(vi) Evidence of VAT registration and past remittance.
(vii) Evidence of Company Audited Account for the past three (3) years.
(viii) Company’s QA/QC policy.
(ix) Relevant and verifiable cognate experience on similar project(s) in the last two years.
(x) Descriptions of the approach, methodology and work plan for the execution of the project.
(xi) Submission of a comprehensive financial bid for the completion of the project.
(xii) A sworn affidavit that none of the Bidders Company Director has been convicted in any count of law for any criminal offence.
(3.0) Collection of Tender Documents:
All interested contractors registered with the Institute in Category A should collect tender documents from the Head Procurement office. Petroleum Training Institute Effurun Delta State, between 11am – 3pm (Monday -Friday) on payment of a non-refundable tender fee of One Hundred Thousand Naira (N100,000.00) only, payable to First Bank PLC. (4.0) Submission of Tender:
The completed tender documents should be submitted in two (2) copies each, including one (1) original and one (1) copy in two (2) separate sealed envelopes clearly marked “Technical and Financial Bid, and both sealed envelope marked construction of a 300 seater Lecture Theatre for Petroleum Training Effurun”.

(5.0) Submission Closing Date and Time:
The closing date for the submission of bids is 13th July 2015.
(6.0) Opening of Bids:
Bids will be opened by 12.00 noon on 13th July, 2015 at the Institute Council Chamber, Petroleum Training Institute Effurun, Delta State.
Please note:
(i) Late Submission of Bid would be rejected
(ii) All CAC, VAT and Tax Clearance Certificate submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC) Federal Inland Revenue (FIRS) and other relevant bodies for verification.
(iii) This notice shall not be construed to be a commitment on the part of the Institute to award any form of contract to any respondent nor shall it entitle any company or firm submitting documents to claim any indemnity from the Institute.
(iv) The Institute is not bound to award to the lowest financial bidder.
(v) The Financial Tender Documents should be enclosed in a separate envelope from the Technical Bid Documents, failure to do so may lead to disqualification of the bid.
(vi) Bidder shall be responsible for all costs in preparation and submission of their respective bids.
