Title: Recruitment of an Individual Consultant for the Development of 5 Year Implementation Plan for the Ecowas Policy Framework for Security Sector Reform and Governance
The Economic Community of West African States (ECOWAS), is a regional grouping with 15 Member States in West Africa (three landlocked and one island) with a population of about 300million with an annual economic growth rate, of around 6%. The ECOWAS Commission is one of the eight Regional Economic Communities supporting the African Union to coordinate the implementation of continental and regional Integration and development programmes in the West African region.
(2) The draft ECOWAS Policy Framework for SSRG responds to pertinent issues in a bid to clearly define regional security objectives. It seeks to clarify the following: what security means in the West African context, whose security is to be guaranteed, what the objectives of security are, what the challenges to security are and the required reforms, why security sector governance and reform, who are involved in providing, supporting and overseeing security, and how security objectives can be translated into effective outcomes.
(3) The Implementation Plan which will be developed as a follow up to the
Policy Framework will outline how those security objectives will be met. It will systematically link regional security objectives to expected outcomes by prescribing necessary activities and workable timeframe, relevant stakeholders and their responsibilities, and required resources. Taken together, the two documents will chart a clear path to effective regional security programming and efficient implementation. The timing for implementation of the Policy Framework is ripe now considering the demands of promoting a safe and secure environment which is an essential pillar in achieving the ECOWAS Vision 2020.
(4) For that purpose, The Economic Community of West African States (ECOWAS) seeks to engage the Services of an Individual Consultant for the Development of 5 Year Implementation Plan for the ECOWAS Policy Framework for Security Sector Reform and Governance.
(5) Duties and responsibilities of the
Within the above context, the consultant will be required to do the following:
- Pay working visit to the ECOWAS Commission in Abuja to be fully briefed by the Head of Regional Security Division and the Programme Officer Security Sector Reform, and interview other interlocutors and relevant stakeholders in the process
- Be familiar with the ECOWAS Policy Framework on SSRG. Toolkit for SSRG, the ECOWAS Revised Treaty, relevant Protocols, Conventions and Supplementary Acts, relevant ECOWAS texts, documents, reports of meetings relating to the validation process since 2009, as well as key AU and UN documents on SSR
- Study related implementation plans and priority plans developed as part of ECOWAS regional security architecture such as the ECOWAS Counterterrorism implementation Plan, the ECOWAS Conflict Prevention Framework (ECPF) Priority Matrix, etc.
- Develop implementation plan for the implementation of the Policy Framework on SSRG, a 5-year plan which will integrate formal and substantive aspects, and ensure that it is consistent with the ECOWAS regional security architecture
- Recommend the development of derivative materials based on the Policy Framework on SSRG to support familiarisation and training: abridged pocket versions, comprehensive reference text with commentaries for instructors, media campaign material
- Ensure that the implementation plan is finalised in at least 2 ECOWAS languages, English and French, and harmonised with existing policies and plans of ECOWAS relating to regional security
- Attend and assist at validation meetings at the ECOWAS Commission and in Member states to make presentations and brief stakeholders on the plans and justification
- Integrate relevant feedback that is received from the meetings and ensure that they are included in the final French and English versions of the implementation plan.
- Participate in any other relevant meetings or follow up processes to which the ECOWAS Head of Regional Security Division may invite him/her
- Finalise the English and French versions of the implementation plans in very high quality and submit the final versions to the ECOWAS Commission on the agreed date.
(6) The Consultant selected to conduct this mission should, at least:
- Relevant experience: Have at least ten (10) years of cognate experience in regional security issues, SSR and governance at the national or regional level. Higher academic qualifications (Master’s degree and PhD) may be accounted in computing the years
- Knowledge of substantive area: Be well versed in the ECOWAS approach to Security Sector Governance and Reform and have good knowledge of relevant ECOWAS regional security documents
- Interpersonal skills: Able to work in close cooperation with the Regional Security Division of the ECOWAS Commission and stakeholders that are involved in this process, conduct interviews and hold, discussions with relevant Directorates, synthesize and integrate their advice
- Communication and reporting: Excellent written and oral communication in English or French is necessary. Portuguese is desirable. Report timely to the ECOWAS Commission, be available to work and respond on reasonably short notice, and keep an open line of communication during the entire process
- Confidentiality: Treat all documents and information gathered during the process with utmost confidentiality and not disclose contents of any documents to a third party except with the consent of the Regional Security Division.
(7) The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates: Past Experiences of similar jobs over the past ten (10) years: Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project).
(8) The selection will be done on the basis of a comparison of curricula vitae and the selected Consultant will be invited to produce Technical and Financial Proposals which will serve as the basis for negotiation for the conclusion of the Contract Agreement.
