The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds for consulting services
The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.
The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement; Irrigation Development and Management; Enhancing Agricultural Productivity and Support to Value Chains Development and Institutional Development and Project Management. The Implementing Agency for the Borrower (Government of Nigeria) is the Federal Ministry of Water Resources (FMWR). The FMWR has appointed a Project Management Unit (PMU) to manage all aspects of procurement, management, payments and disbursement applications for the Project
The consulting services (“the Services”) include to develop and implement strategic and comprehensive programme for Dams Safety Assurance and training for the Dams and Reservoir Operations Department (DROD) of the Federal Ministry of Water Resources (FMWR) and its River Basin Development Authorities (RBDAs). The goal is to ensure that policies, activities, responsibilities and procedures for implementation of dam safety assurance are executed in accordance with internationally acceptable best practices. The Consultant shall carry out a technical needs and manpower requirement assessments and the training required for the professional and operations staff. The services are expected to be for a period of 2 years.
The scope of the services would include, but not limited to:
(i) Review legislation, regulation, technical standards. Operational guidelines (if any) and prepare document for approval/authorization to impound,
(ii) Carry out inventory of dams and review dam safety practice (technical, legal and institutional framework),
(iii) Prepare inspection and safety evaluation, reservoir operation, and emergency response plan as well as staffing and funding requirement for effective dams operation.
(iv) The Consultant is expected to train the DROD and RBDA project staff in operations, maintenance, and management of dams. Training will be focussed on legal, financial, administration and management of dams and their appurtenances. The Consultant will further provide basic training in dams’ design, investigation, instrumentation, and operation & maintenance and data retrieval, analysis and interpretation, as well as emergency preparedness / action plan.
The Federal Ministry of Water Resources through its Project Management Unit (PMU) now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The shortlisting criteria are:
(a) Evidence of general experience in area of expertise listed above on dam operation, maintenance and surveillance, construction and rehabilitation projects/schemes with successful experiences of over the last 5-10 years;
(b) Specific experience in particular area of expertise such as;
(i) Assessment of Capacity requirement for O&M for dam safety inspection; and
(ii) Training of Dams owners and operators on Dams Safety monitoring requirement, emergency preparedness etc, and communication channels for emergency and flood risk warnings.
(Please provide evidence of successful experiences in the last 5-10 years including assignment offers, completion certificates and assignment addresses).

January 2011 edition (Consultants Guidelines) setting forth the World Bank Policy on Conflict of Interest.
