Request for Expression of Interest for the Appointment of Consultants to Support Market Operator of Nigerian Electricity Market
Introduction
The Operator of the Nigeria Electricity Market (ONEM), under the framework of the Nigeria Electricity Industry, is among other things mandated to implement and operate the Market in a manner designed to guarantee an efficient, transparent and non-discriminatory market administration service to all Participants in the Market, facilitate the development of a sustainable competitive Market and adapts to regional Markets or regional trading arrangements. As the Market is getting into advance level of development, the Market Operator is seeking support from industry experts with global experience in electricity Markets development in order to face the challenges ahead.
Accordingly, suitably qualified Consultants are hereby invited to submit Expression of Interest for the provision of consultancy services in the following Lots:
Lot 1: Development of Processes and Software Programme for management of imbalance in the market.
Lot 2: Development of robust Management information System (MIS)/Database System for administration of Market information.
Lot 3: Review of Operating Manuals for the Market.
Lot 4: Consulting services on Legal/Regulatory and Compliance matters.
The selection of Consultant would follow a two-Stage process in which applicants would be shortlisted strictly on the basis of eligibility criteria provided hereunder. Only shortlisted applicants would be eligible to participate in the submission of bid for the assignment.
Instruction to Applicants
All Expressions of Interest may be submitted by individual applicants or companies that have met the minimum eligibility Criteria in this publication. No joint ventures are allowed as Consultant/Firm is expected to have the internal capacity to provide the required level of professional service to ONEM Without recourse to third parties. In the case of companies, the resume of the full time lead Consultant would be appraised for eligibility purposes.
Eligibility Criteria
The Consultants are required to provide professional/expert services to ONEM in the respective areas. It is therefore expected that Consultants must demonstrate verifiable evidence of experience in their areas of interest and working knowledge and competence in respect of the Nigerian regulatory environment. Local experience in the industry and provision of relevant consultancy service to key stakeholders in the power sector is an added advantage.
Other requirements expected are as follows:
(a) Curriculum vitae (CV) of the individual; in case of a company, the Lead Consultant supported with a statement of suitability for the role.
(b) Notarized copies of academic and professional qualifications.
(c) Relevant Professional and Project management certification.
(d) Evidence of work experience on similar projects from other developed electricity markets.
(e) A minimum of 5 years industry experience is expected, to understand and interpret technical and legislative statutes that govern the Nigerian Electricity Supply Industry (NESI) and to apply theoretical principles in resolving challenges in the industry.
(f) Good understanding of electricity generation, transmission, distribution and supply; economic regulation; contracts and projects management and system settlement administration.
(g) Significant local content in firms may be an advantage.
Closing Date
Expression of Interest must be submitted in three (3) hard copies, not later than 12:00 noon on 23rd March, 2015 with the inscription on the top left side of the envelope: “Expression of Interest, ONEM Consultancy, Lot……” and must be dropped into the tender box located in Human Resources in room 118 and addressed to:
