Request for Expression of Interest (EOI)
The Federal Ministry of Agriculture and Rural Development (FMARD) in pursuit of the Federal Government’s Agricultural Transformation Agenda (ATA) has created an enabling environment for a Private Sector Driven Agricultural Mechanization Framework (PSDAMF) with a view to rendering mechanization services to Nigerian farmers nationwide through Agricultural Equipment Hiring Enterprise (AEHE) Model. Eighty (80) AEHEs has already been deployed in the first phase of the Public Private Partnership (PPP) Programme.
The Federal Ministry of Agriculture and Rural Development, in collaboration with the Bank of Agriculture (BOA), Commercial Banks and Agro-Machineries Manufacturer’s Representatives is in the second phase of establishing another Eighty (80) Agricultural Equipment Hiring Enterprise (AEHE) centres which shall be located:
CATEGORY 1; General Demand Driven Farming Communities CATEGORY2: Rice Farming Communities

Typical equipment in each of the AEHE centre are listed in the table below. While Section A will be included compulsorily in each AEHE, Prospective Bidders will select from the list of Harvest and Post Harvest Equipment listed in Section B

The Ministry in partnership with Bank of Agriculture, other Financial Institutions and Manufacturer’s Representatives call for Expression of Interest from interested individuals, farmers’ groups, Cooperative organizations, commercial farmers, Agriculture related NGOs, Companies and other corporate bodies in Nigeria to off take the Agricultural Equipment Hiring Enterprise in the proposed arrangement the Bank of Agriculture, other financial institutions, the
Programme Partners will provide a Refinancing Platform for SPOs up to 80% of the total cost of an AEHE centre payable in a 4-year tenure and with an interest free Moratorium regime for a certain of time, while the Service Provider Operators (SPOs) are expected to provide 20% of the cost before the AEHE may be off taken.
General Eligibility Requirements
Expressions of Interest (EOIs) from prospective SPOs should specify the following information as the basis for pre- qualification:
(i) Evidence of incorporation/registration of the organization.
(ii) Company/Cooperative/Organisation’s profile, which should include CVs of key personnel with evidence of experience in farming or farm Mechanisation Administration.
(iii) Evidence of demand for Mechanization services in the proposed location (Minimum of 1500ha).
(iv) Evidence of farming activities (for Farmers Cooperative/Organisation)
(v) Financial capability showing profitability, including audited accounts for the last three years (2011 -2014).;
(vi) Ability to raise 20% equity (Cooperative group funds, personal or shareholder’s Investment) of the total cost of an AEHE.;
(vii) Evidence of fenced Physical Location or readiness to build it within the shortest possible period where AEHE centre will be located:
(viii) A Certification/Affidavit that the firm has never been blacklisted by any Organisation or has been Bankrupt:
(ix) Relevant experience in the Agricultural sector (including technical competence).
(x) Evidence of payment of Training Contribution to Industrial Training Fund ITF.
(xi) Compensation Act which requires that all Employers of Labour must remit 1% of the total annual emolument of their workers to the Nigerian Social insurance Trust Fund (NSITF).
(xii) Registration with BPP Data Base
(xiii) Evidence of Tax Clearance Certificate from 2012-2014.
(xiv) Evidence of registration with PENCOM
Exclusion Clause for Farmers Cooperative Associations and Agric-Related NGOs
Farmers’ Cooperative/Organisations are excluded from xi-xiv
Submission of EOI Documents
Expressions of Interest must be submitted, separate bids for each Category, where necessary, in Four (4) copies (one original & three copies) in a sealed envelope clearly marked “SELECTION OF PRIVATE SECTOR OPERATORS FOR THE OFF TAKE OF AGRICULTURAL EQUIPMENT HIRING ENTERPRISE (AEHE)” clearly stating the Category, and it should be hand delivered not later than 12:00noon on Tuesday 31st of March, 2015 to the address below:

Opening of EOI
All EOIs will be opened on the Tuesday 31st of March, 2015 at 1.00pm in the Conference Room B, Federal Ministry of Agriculture and Rural Development Area 11, FCDA Secretariat, Garki, Abuja in the presence of all the interested firms in attendance.

- Only shortlisted firms win be invited for further consideration.
- Late submission will be rejected.
