Call for Pre-Qualification Documents from Interested and Competent Contractors for the Execution and Procurement of Projects
(1) Background Information
Ebonyi State University, in order to actualize the projects targeted by the Federal Government of Nigeria NEEDS Intervention (Phase 1) to public Universities, is desirous of undertaking the construction and rehabilitation of some projects as well as procurement of relevant needed fixtures of the projects.
Accordingly, the University Management hereby calls for pre-qualification from interested and competent Contractors for the execution and procurement of the below lotted projects and required fixtures/needs.
(2) Scope of the Works/Procurements
The scope of the works/procurements comprises the construction of new works and the renovation of existing facilities as well as procurement of relevant needs/fixtures required to meet National Universities Commission (NUC) Standards. These include:
Construction/Renovation:-
Lot 1: New Hostel Blocks
The hostel block comprises a three (3) floor reinforced concrete framed building with a capacity of about 700 bed spaces. A detailed working drawing of each new hostel provides for rooms of 4No. bed spaces and in-suit bath/toilet, common rooms, kitchenettes, Porters Offices, Store rooms, Cafeteria etc as well as external works including vehicular parking space.
Lot 2: Hostel Renovation (Fresco)
The hostel renovation works consist of the existing 5No. Hostel bungalow buildings at Presco Annex to be renovated to provide a total capacity of about 500 bed spaces by modifying the blocks into two (2) floor reinforced concrete framed structures thus:-
(a) The first two blocks of bungalow is to be converted into a quadrangle by providing an additional block across to link the two hostel bungalows and provide for toilet/bath in-suit at the end. A mini recreational seat-out is to be provided in the centre of the quadrangle.
(b) The adjoining 3No. hostel bungalow blocks are to be renovated into a single two (2) floor reinforced concrete framed structure.
In this renovation works, the detailed working drawing provides for common rooms, porters office, store rooms, and in-suit bath/toilets including needed parking space.
Lot 3; New Lecture Theatre:
The new Lecture Theatres consist of a two (2) floor reinforced concrete building structure in which the ground floor is composed of 4No. Lecture Theatre wings of 2No. 200 seater capacity, 300 and 500 seater capacity Lecture Theatres including about 10No. academic staff offices.
The first floor consists of lecture rooms of 3No. each of 50 and 70 capacities and 2No. 100 capacity. The working drawing also provides for vehicular parking space and landscaping around the lecture theatre.
Lot 4: Renovation of Lecture Theatre (FBMS)
The lecture theatre renovation comprises two (2) bungalow lecture halls which is to be renovated into a two (2) floor framed reinforced concrete structures; with a total of about 8No. lecture halls of 150, 75, 50 and 30 capacities (1No. 150 capacity, at least 2No. each of 75,50 and 30 capacities) on both floors.
Lot 5: New Laboratory Building
The Laboratory building consists of a three (3) floor reinforced concrete framed structure. Detailed working drawings show that 75% of the floor space on the ground, 1st and 2nd floor are for Basic Science Laboratories (Physics, Chemistry and Biology); while the remaining spaces are for specialized laboratories (6-9No.). In this category of Laboratories, provision must be made for laboratory technicians offices, stores and preparatory rooms.
Lot 6: Staff Office Block
The building consists of a U-shaped three (3) floor framed reinforced concrete structure, having a total of 100-150 office spaces. 30Nos. of these office spaces are for professorial rank, having built in toilet facilities, while others have a cluster of toilets. All the office spaces have built-in wall book shelves.
Procurement/Supply of Needed Items
Lot7A: Procurement of Generating Sets and construction of 5-in-bore-holes for the Hostels (4No. Hostels).
Lot 7B: Procurement of Lecture theatre/Classrooms Seats for both New and Renovated Lecture theatres/Classrooms (about 2500 seats).
Lot7C: Procurement of Staff Office Block Furniture for about 100-150 office units including Chairs/Tables and work stations, Air conditioners, shelves/steel Cabinets, Refrigerators, Lounge Chairs and tables, visitors chairs/seats etc.
Lot7D: Procurement of Laboratory Equipment for Basic Sciences (Physics, Chemistry, and Physics) each of at least 100 capacity. Additional study/Research laboratories at Bachelor Degree level at least, 1No. For each of Physics, Chemistry, Applied Biology, Microbiology, Biochemistry and Biotechnology degree programmes.
Lot 7E: Installation of Green (Solar) Energy Systems in new and renovated Hostels (5No.), New and Renovated Lecture theatres/lecture classroom, New Laboratory building and new office Block building.
(3) Eligibility Criteria
All competent and interested contractors/suppliers are to submit the following pre-qualification documents, arranged orderly and serially in the format outlined below, (Please note that disorderly arrangement of submitted documentation may leads to outright rejection of submission).
(a) Evidence of registration with the Corporate Affairs Commission.
(b) Evidence of VAT registration and remittance in the last three (3) years.
(c) Evidence of experience of similar jobs executed in the last five (5) years with attached certified practical Completion Certificate issued by the client of the project.
(d) Evidence of compliance with the Pension Reform Act 2004 (as amended).
(e) Evidence of compliance with the Industrial Training Fund Act 2011 (as amended).
(f) Evidence of financial capacity from a reputable bank.
(g) Tax Clearance Certificate of the company for the last three (3) years.
(h) Company audited accounts for the pasts three (3) years.
(i) Detailed company profile including Curriculum Vitae (CV)
and professional certificates of professional staff to be used for
the project.
(j) Possession of adequate equipment (which is verifiable) for the works and its location to access its verification.
(4) Pre-Requisite for Processing of the Submitted Pre-Qualification Documents
Payment of a non-refundable fee of Twenty Five Thousand Naira (25,000.00) only made payable to Ebonyi State University, Abakaliki, by Bank Draft.
(5) Submission of Pre-Qualification Documents
The well packaged pre-qualification documents must be in a sealed envelope labelled “Pre-qualification for needs Intervention Projects (Phase 1)” at the top Left hand corner and addressed/hand delivered to:

Closing Date of Submission:
Closing date for the submission of completed pre-qualification documents shall be on or before 9th April 2015; within working hours.
Note:
All interested Contractors/Suppliers who responded to an earlier advertised call for pre-qualification documentation on this subject matter are expected to reapply on this advertisement. However, these categories of Contractors/ Suppliers shall not pay the non-refundable deposit as stipulated on item 4 above (having done so in the earlier Advertisement).
