Assignment Title: Legal Program Officer
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Housing Finance Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
(i) Liaise with the Ministries of Justice at both Federal and State levels and Federal Judicial Commission and develop an action plan to improve the mortgage recovery laws, regulations or guidelines;
(ii) Consult with lawyers in primary mortgage banks, commercial banks and associations, and seek their views on how best to improve these systems;
(iii) Organize good practice workshops for the legal profession on mortgage related laws;
(iv) Prepare background papers on related laws: mortgage, land regulation, ownership;
(v) Coordinate the adoption of agreed legal advice with State Governments for reforms on land and housing laws;
(vi) Maintain progress reports on land titling laws reforms and harmonize registration processes with various State Governments;
(vii) Report on developments in the area of legal and regulatory framework, housing finance subsidies and taxation; and
(viii) Any other duties as may be assigned by the Coordinator of the Secretariat of the Steering Committee.
The initial period for the assignment is 1 (one) year with a possibility of extension.
The Project Administration Team (PAT) on behalf of the Central Bank of Nigeria as the Project Implementing entity (PIE) now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(i) The candidate will have a university degree in Law and be qualified to practice Law in Nigeria;
(ii) The candidate will have considerable experience (preferably 5 years) in legal practice with specialization on land matters;
(iii) The candidate will have experience with the enabling environment of housing finance (e.g. land administration, legal environment, primary mortgage banks) and the construction sector;
(iv) The candidate will be able to communicate effectively in English language and should have strong writing skills.
(v) Basic knowledge of computer automated working experience is assumed.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the individual consultant method set out in the Consultant Guidelines.
