(1.0) Introduction:
The Nigerian National Petroleum Corporation, on behalf of itself and its JV and PSC partners as well as its subsidiaries, wishes to engage a suitably qualified company for the provision of telecommunications services via a submarine cable along the Nigerian coast from Lekki in Lagos State to Qua Iboe Oil Terminal in Akwa Ibom State, to enable high capacity connections between oil companies’ offices onshore and their field locations as well as with their nearby onshore field locations. NNPC therefore invites Expression of Interest from reputable and competent companies for this service.

(2.0) Scope:
The assignment will cover the following, among others:
(1) Provision of leased Submarine Fiber Optic Circuits from Lekki in Lagos State to Qua Iboe Oil Terminal in Akwa Ibom State with high capacity bandwidth (minimum of STM-2) capable of transmitting multi-customer (different oil companies) bandwidth-intensive data, voice and video traffic, Internet service inclusion is optional.
(2) Installation of branching nodes from the main Submarine Optic Fiber trunk to offshore locations along the route. Some nodes will branch to nearby onshore locations with Last Miles provided between provider’s onshore Point of Presence and customers’ business premises (Coordinates to be provided by participating Oil Companies)
(3) Provision of optional/on-demand GSM service for offshore facilities where there is no GSM service coverage
(4) Provision of future service expansion capability via Submarine Dark Optic Fiber
(5) Design life shall be 25years
(6) Provision of 24/7 support via minimum of Network Operating Center (with marine traffic monitoring) and dedicated Service Desk operation
(7) Annual recurring support service with proactive monitoring and preventive maintenance
(8) Service resilience shall be provided via parallel dedicated submarine Fiber as well as terrestrial backbone
(9) Main infrastructure shall be 100%-owned by the service provider and customer premises equipment (to be determined) shall be provided by each customer based on customer’s specific requirements
(10) CAPEX shall be borne entirely by service provider
(11) Service shall be available 18 to 24 months from project commencement.
Service Strategy:
The Strategy for the provision of this service shall be on a Turnkey provisioning and maintenance basis.
(3.0) Mandatory Requirements:
(1) To be eligible for this exercise, interested Companies are required to be pre-qualified in the 3.11.20 (Telecommunication Installation/Support Services) and 3.01.12 (Telecommunications Services) categories in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers will receive an Invitation to Tender (ITT) document for the tender phase of the project.
(2) To initiate the JQS pre-qualification process, access www.nipexng.com to download application form, make necessary payments and contact NipeX office for further action
(3) To determine if you are pre-qualified: Open www.nipexng.com and access NJQS with your log-in details, click on “continue Joint Qualification Scheme tool’, click on ‘check my supplier status’ and then click on ‘supplier product group’
(4) If you are not listed in a product/service category in which you are registered with DPR to do business, contact NipeX office at 30 Oyinkan Abayomi Street, Ikoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
(5) To be eligible, all those expressing their interest must comply with the Nigerian Content requirements in the NipeX system.
(4.0) Nigerian Content Requirements:
As requested by the Nigerian Oil & Gas Industry Content Development Act 2010, each interested service provider will be required to:
(1) Demonstrate that the entity proposed for execution of the service, is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria.
(2) International or multinational companies working through a Nigerian subsidiary must demonstrate that a minimum of 50% of equipment to be deployed for execution of the work shall be owned by the Nigerian subsidiary by providing a list of equipment for this service and including those that will be owned by the Nigerian subsidiary.
(3) Furnish details of company ownership and shareholding structure with photocopies of Forms CAC2 and CAC7.
(4) Provide a Nigerian Content Plan with detailed description of the role, work scope, man-hours and responsibilities of all the Nigerian companies and personnel that will be involved in executing the work also provide details of Nigeria Content focal point or manager
(5) State proposed total scope of service to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well-equipped offices and workshop
(6) Provide detailed plan for staff training and development
(7) Provide detailed description of the location of in-country offices.
Interested Companies are to note that pursuant to NNPC and Federal Government Policy to provide opportunities for Nigerian companies and the development of local expertise, all the interested service provider must comply fully with the NOGICD Act to give preference to Nigerian companies or foreign companies with Nigerian affiliate and local ownership, which demonstrate willingness to provide the service to the satisfaction of the Nigerian Content requirements and guidelines. Each interested company is enjoined to avail itself of the requirements of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act for full compliance.
Nigerian National Petroleum Corporation, on behalf of itself and its JV and PSC partners as well as its subsidiaries is committed to fully comply with the requirements of the NOGICD Act. In maximizing the local content of this service, interested service providers are requested to give full details of their strategy for the local content implementation in order to comply fully with the law.
(5.0) Closing Date:
Only Companies who are registered with NipeX NJQS Products/Services 3.11.20 (Telecommunication Installation/Support Services) and 3.01.12 (Telecommunications Services) as at 6:00pm on Friday, January 30, 2015, being the advert closing date shall qualify to submit an Expression of Interest.
(6.0) Additional Information:
(1) All costs incurred in preparing and processing NJQS prequalification and responding to this Expression of Interest shall be to the provider own account.
(2) This Advert shall neither be construed as any form of commitment on the part of NNPC to award any contract to any Contractor and or associated contractors, subcontractors or agents, nor shall it entitle any interested service provider to make any claims whatsoever, and/or seek any indemnity from NNPC and/or any of its partners.
(3) NNPC will communicate only with authorized officers of the interested service provider at each stage of process, as necessary, and will NOT communicate through individuals or appointed Agents.
(4) Please note:
NNPC will not enter into correspondence with any company or individual on why a service provider was not considered.
