Invitation For Pre-Qualification/Tender For The Provision Of Engineering Infrastructure for Sheretti Cheche A District
1. BGD Properties Ltd has just concluded a public Private Partnership (PPP) Arrangement on the land for infrastructure swap with the Federal Capital Territory Administration (FCTA) for the provision of Engineering Infrastructure at Sheretti Cheche A District and intends to wholly fund the project. Competent and interested construction companies are hereby invited to submit technical and commercial bids as follows.
2. SCOPE OF WORK
Scopes of Work for Provision of Engineering Infrastructure to Sheretti Cheche A district are as follows:
Site Clearance and Earthworks
Confirmatory Soil Test
Road Pavement
Storm Water Drainage
Concrete Box/Pipe Culverts
Waste water Drainage
Power supply, Street lighting and Telecommunication Ducts
Water Distribution Networks
Testing
3. TECHNICAL PROPOSAL
Interested Companies are requested to express their interest by submitting the following documents:
(a) Evidence of incorporation/registration of the Company with Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of the company and up to date Annual returns with CAC (forms C 02 & 07 to be included).
(b) The Company should in addition show evidence of the following:
(i) Tax Clearance Certificate for the last three (3) years
(ii) Registration with PENCOM and Remittance to Pension FundAdministrator
(iii) Payment of Training Contributions to the Industrial Training Fund (ITF)
(iv) Compliance with the Employee’s Compensation Act (i.e) Remittance of 1 % of the total emolument of your workers to the Nigerian Social Insurance Trust Fund (NSITF)
(c) A sworn Affidavit to the effect that:
i. The Company is not in receivership, insolvent or bankrupt
ii. The Company does not have any Director who has been convicted by any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
iii. There is no officer of the BGD Properties Ltd who is a former or present director, shareholder or has any pecuniary interest in the bidder.
iv. That all the documents submitted for the pre-qualification bid are true and correct in all particulars of this project.
(d) A chart indicating the number of Nigerians that would be employed by the company at various levels for execution of this project.
(e) Audited Accounts of the Company for the last three (3) years duly endorsed by the firm of Chartered Accountants.
(f) Letter authorizing BGD Properties Ltd to cross-check the submitted company’s BankAccount
(g) List and verifiable documentary evidence of similar jobs successfully executed (or being executed) within the last three years including their letters of award, contract agreements and relevant completion certificates or certificates of valuation where the jobs are on-going.
(h) Verifiable list of major construction equipmerif and facilities
including registration numbers, chassis numbers, location (where they can be inspected) and remark on whether these are owned, hired or leased.
(i) List of key technical personnel stating their roles, designation, qualifications and years of experience with the guarantee that a minimum of three (3) relevant Registered professionals shall be deployed to the project. Copies of endorsed educational and professional certificates of key staff are to be attached.
(j) Company’s policy on Community Social responsibility with verifiable evidence.
(k) Bank statement of the company for the last one (1) year
FINANCIAL PROPOSALS
The following documents shall be isssued to interested companies as the basis for the Financial Proposals.

(b). Contract Specifications Vol. II
(c). Bill of Engineering Measurement and Evaluation (BEME)(Hard & Soft) Vol. Ill
(d). Engineering Drawings Vol. IV
(e). Two copies of the Receipt of Tender Fees
5. PROCURE OF TENDER DOCUMENTS
Interested Companies are to collect Tender Documents from the office of the Managing Director, BGD Properties Ltd, No-1 Plot 2185 Gwani Street, off Ibrahim Babangida Way, Wuse Zone 4, Abuja. Upon production of evidence of the payment of non-refundable fee of N350,000.00 (Three Hundred and Fifty Thousand Naira Only) by Bank draft issued in favour of BGD Properties Ltd. 6. SUBMISSION OF DOCUMENTS
A hard copy and electronic-copy (PDF format in CD) of the Technical Proposals shall be placed in a sealed envelope clearly marked “TECHNICAL PROPOSAL”. However, Two copies of the Financial Proposal shall be signed and sealed separately and then placed in a bigger envelope clearly marked “FINANCIAL PROPOSAL” with a warning ’DO NOT OPEN AT THE SAME TIME WITH THE TECHNICAL PROPOSAL”, written boldly on it.
Only companies whose Technical proposals are adjudged successful shall have their Financial proposals opened for assessment. The envelopes containing the Technical and Financial Proposals shall be placed in an outer sealed envelope marked “PROPOSAL FOR THE PROVISION OF ENGINEERING INFRASTRUCTURE FOR SHERETTI CHECHE A DISTRICT. And addressed to: The Managing Director BGD Properties Ltd, No-1 Plot 2185 Gwani Street, off Ibrahim Babangida Way, Wuse Zone 4, Abuja.
The Document should be deposited in the Tender Box at the Office Of the Secretary, BGD Properties Ltd, not later than 12 noon of the 5th February, 2015.
7. OPENING OF TENDER
The Technical Bids will be opened by 2:00pm same day at BGD Properties Ltd Office.
Please note that only Pre-qualified Companies will be contacted in writing for the Financial Bids Opening.
FURTHER NOTES:
i) . Late Submission will not be accepted.
ii) Non Compliance with the above requirements and procedure automatically disqualifies the defaulting company from the exercise,
iii) Only companies with a minimum Turnover of 5 Billion Naira per annum would be considered for the works
iv) Due diligence shall be carried out on the companies to verify claims included in their submissions:
v) Response to this invitation shall not obligate BGD Properties Ltd to consider any responding company for the award of any contract. All cost incurred shall be borne by the responding company;
vi) The Advertisement should not be construed as a commitment on the part of the BGD Properties Ltd nor shall it entitle responding companies to seek any indemnity from BGD Properties Ltd by virtue of such company having responded to this advertisement.
8. BGD Properties Ltd might also consider expressed interest of contractors/Financiers/lnvestors in executing the Public Private Partnership (PPP) Arrangement.
