Invitation to Tender (Technical and Financial) for the Annual Operation and Maintenance of the Conveyance Pipeline for Raw Water Supply From Gurara Dam to Lower Usuma Dam
(1) Introduction
The Federal Ministry of Water Resources through its Gurara Water Management Authority intends to engage a reputable firm for annual operation and maintenance of the conveyance pipeline for raw water supply from Gurara dam to Lower Usuma dam. The pipeline is a welded steel pipe, 3m diameter, and 75km long.
(2) Eligibility Criteria
Bidders are to provide the following as minimum prequalification requirement for the project:
(a) Evidence of registration with Corporate Affairs Commission (CAC).
(b) The Company must show evidence of the following:
(i) Tax Clearance Certificate for the last 3 years (2011, 2012 & 2013) with the Company Tax Identification Number (TIN).
(ii) Evidence of compliance with Pensions Reform Act, 2004 by inclusion of PENCOM Compliance Certificate.
(iii) Evidence of compliance with ITF Amendment Act 2011 by inclusion of ITF Compliance Certificate.
(c) Evidence of experience in at least five (5) jobs of similar nature and complexity executed within the last ten (10) years with verifiable letters of contract award and certificate of job completion.
(d) Evidence of financial capability(Statement of Account or Turnover) and reference letter from a reputable bank.
(e) Minimum credit facility is N100.00 Million
(f) Evidence of verifiable list of equipment and facilities including registration numbers, location (where they can be inspected) and remark on whether these are owned, hired or leased.
(g) For Joint Venture, include Memorandum of Understanding.
(h) Provide Annual Auditors Report for the last 3 years (2011, 2012 & 2013).
(i) Payment of non-refundable tender fee of N50,000.00 (Fifty Thousand Naira only) made into the Ministry’s account as follows:

Original of documents 2(a-h) above must be produced for sighting on request/during the opening session. Please Note That Submission of Fake Documents is a Fraudulent Practice which is Punishable under the Relevant Laws.
All companies will be assessed strictly on proofs of documents submitted.
(3) Scope of Work
The scope of work comprises the following:
(i) General inspection of the pipe and its appurtenances.
(ii) Cleaning and Servicing of Air & Washout Valves, and chambers, and Flow Meters.
(iii) Operation of the pipeline.
(iv) Maintenance of the electric power system at two control stations.
(v) Monitoring and surveillance along the pipeline route
(vi) Any other work that may be added.
(4) Collection/Submission of Documents
(4.1) Interested bidders should collect bids from the office of the Director Procurement and such completed Technical and Financial proposals (Two sets of hard copy and One Electronic copy in compact disc and Microsoft office) shall be submitted in two different sealed envelopes and labeled “Technical Proposal” and “Financial Proposal” and both sealed in a third envelope marked “Project Name” at the top right hand corner and addressed to:

Documents should be submitted along with the Ministry’s Treasury Receipt of the non-refundable tender fee of N 50,000.00 (Fifty Thousand Naira only).
(4.2) The closing date for submission in respect of the project is on or before 12:00noon Monday, January 26, 2015, and opening of the bids shall take place immediately thereafter at the Conference Room of the Ministry.

(5.4) This invitation should also be regarded as a Public Invitation for observers in NGOs and relevant Professional Associations who might wish to attend the bid opening.
