The Construction of GPHCDA Material Laboratory Building & Staff Operational Camp Building Tender
(Contract/Tender No.: GPHCDA/PU/MLB-PHASE1A/2014)
The Greater Port Harcourt City Development Authority (GPHCDA) is established by law with a mandate to facilitate the implementation of the Greater Port Harcourt Master Plan and build the New City, GPHCDA is therefore desirous of promoting the accelerated development of the New City and has secured the necessary funds for the implementation of its mandate and intends to apply part of these funds towards payments under contract for the implementation of the following mutually exclusive works:
Lot A: Construction of GPHCDA Material Laboratory Building
Lot B: Construction of Staff Operational Camp Building
The GPHCDA now invites sealed tenders (prepared in the prescribed two-envelope Form with Technical and Financial details contained in separate envelopes) from eligible Tenderers for the construction of the above works,
The tender process will be conducted through open competitive tender procedures in accordance with the Rivers State Public Procurement Law No. 4 of 2008, and is open to local Tenderers.
Interested Tenderers may obtain further information from and inspect the tender documents at the GPHCDA offices at the address below during local business hours. Tenderers shall be requested to submit the following:
- Evidence of Registration of Company with Corporate Affairs Commission
- Copy of Annual Returns Form C02 & Particulars of Directors Form C07
iii. Copy of VAT Certificate
- Copy of FIRS Tax Identification Number
- Copy of Tax Clearance Certificate for the last three (3) years
vi. Copy of Audited Report for the last three (3) years
vii. Evidence of Company Registration with relevant Professional Bodies
viii. Evidence of Company’s Key Personnel registered with relevant Professional Bodies
- List of Company’s Technical Staff and work experience with adequate supporting documents
- List of relevant Equipment owned by the company including evidence of title of ownership
- Company Profile showing documentary evidence of general and specific experience in projects of this nature and other contracts awarded and executed including Quality of Health, Safety and Environmental Management Plans
xii. Evidence of payment of a non-refundable fee of NGN50,000.00 (Fifty Thousand Naira) only payable in Bank Draft in favour of Greater Port Harcourt City Development Authority.
A complete set of tender documents may be purchased by interested Tenderers at the address below or on submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (NGN50,000.00).
Tenders must be delivered to the address below not less than 31st October 2014. Tenders must be accompanied by a tender security in the amount of two percent (2%) of the estimated total cost of the project. No electronic tender submissions will be accepted.
There shall be Pre-Tender Briefing meeting on Monday, 20th October, 2014 at 12:00p.m prompt at the address below:

The closing date for submission offender is Monday, 3rd November, 2014 at 12:00p.m prompt. Late tenders will be rejected. Tenders will be opened in the presence of Tenderers’ Representatives and any interested parties who choose to attend at the aforementioned address on Monday, 3rd November, 2014 at 1:00p.m prompt.
