Invitation to Tender
REF: FMCT/PROC/BUD/IMP/14/P.339/1/13
The Federal Ministry of Communication Technology, as part of its strategies towards the attainment of its Mission, Vision and Objectives, wishes to invite competent and qualified Contractors to submit tenders for the under listed procurement in FY 2014:

1 | Rehabilitation of Wuse II Annex Office | Improved service delivery through the enhancement of a conducive working environment | The work entails a general rehabilitation of the building in accordance to the given specifications |
2 | Supply, Installation & Implementation of Open Data Portal &Equipment for Process Automation | Utilization of ICT tools towards facilitating & encouragement of publishing of non-sensitive government data in a machine readable format on government portals | These include:
-Supply & Installation of Servers; -Supply & Installation of Process of Automation equipment; -Supply, installation & Configuration of Open Data Portal, including uploading of Open Datasets into the Portal; – One year Annual Maintenance & Support for equipment; -Training-The-Trainers on Operation of the Open Data Portal; etc. |
TENDERS QUALIFICATION/REQUIREMENTS
- Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Article of Association or Registration of Business name whichever is applicable;
- Evidence of current Tax Clearance Certificate for the last three consecutive years (2011, 2012 and 2013} by inclusion of photocopy;
- Company’s audited Accounts for the last three years (2011, 2012 and 2013);
- VAT certificate;
- Evidence of compliance with the Pensions Reform Act, 2004 by inclusion of Certificate of compliance from the National Pension Commission where applicable;
- Evidence of compliance with the Industrial Training Funds (ITF) Amendment Act 2011 by inclusion of Certificate of compliance from the Industrial Training Funds (ITF) where applicable ;
- Evidence of compliance with contribution to the Nigeria Social Insurance Trust Fund where applicable;
8. Sworn affidavit:-
- Of not being in receivership, the subject of any form of insolvency, bankruptcy proceedings or subject of any winding up petition or proceedings;
- Disclosing whether or not any officer of the relevant committees of Federal Ministry of Communication Technology or Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in your company;
- Of not having any Director who has been convicted in any country for any criminal offence; and
- Confirmation that all information presented in your bid is true and correct in all particulars.
- Evidence of possession of experience as a contractor/supplier/ in projects of similar nature and complexity by inclusion of verifiable letters of Contract Award and Job Completion Certificates (to comply with this requirement, jobs quoted should be at least 70% physically completed for on-going projects and accompanied with Interim Certificates); and
- Evidence of possession of adequate qualified personnel to perform the obligation of the procurement contracts by inclusion of photocopies of their CVs, academic and professional certificates.
COLLECTION OF TENDERS DOCUMENT
Interested bidders are expected to collect the Tenders Document from the Procurement Department of the Ministry of Communication Technology, Federal Secretariat, 3rd Floor, RM 5A 305, Shehu Shagari Way, Abuja from 10:00am to 3:00pm of work days (Monday-Friday) on Presentation of a copy and original receipt of non-refundable tender fee of N10,000.00 (Ten Thousand Naira) paid into the Bank Account detailed below for each lot:

SUBMISSION OF TENDERS
One original and a copy (both in hard and soft copies) of both the technical and financial bids should be packaged separately in two different envelopes sealed and clearly labeled “Technical Bid” & “Financial Bid’ respectively. Both envelopes should be enclosed in a third sealed envelope marked with the “Tender for (specify Lot No.)” at the top hand right corner and the company’s name indicated at the back of the envelope addressed to:

TENDERS SUBMISSION DEADLINE
All submissions must be registered at the Procurement Department, 3rd floor (Rm 5A 305), Federal Ministry of Communication Technology, Federal Secretariat, Shehu Shagari Way, Abuja and thereafter dropped in the Tenders box provided for the purpose on or before 11.00 am, Wednesday, 8th October, 2014. Tenders submitted after the deadline for submission shall not be considered
TENDERS OPENING
Technical Bids will be opened at the Honourable Ministers Conference Room, Federal Ministry of Communication Technology, Federal Secretariat, 3rc Floor, Shehu Shagari Way, Abuja on Wednesday, 8th October, 2014 immediately after the deadline for submission of bids. Only prequalified bidders shall be invited for Financial Bids opening at a later date, while unsuccessful Bidders will have their bids returned unopened. Bidders or their representatives, relevant Professional bodies, Non -Governmental Organizations working in Transparency and Anti-corruption areas and interested members of the public are invited to the bids opening exercise
IMPORTANT NOTE
This advertisement should not be considered as a contract award or any commitment on the part of Federal Ministry of Communication Technology nor shall it entitle any contractor to claims whatsoever from Federal Ministry of Communication Technology. The Ministry is also not bound to accept the lowest evaluated tender or any other tender that may be received.
