1.1 Reference is hereby made to the NIMASA Prequalification Advert of Thisday Vanguard Newspaper Publication dated Tuesday July 8th 2014
Prequalified Contractors for projects at the institute of Maritime Studies University of Nigeria Nisukka, Enugu State are hereby informed that collection of Standard Bidding Documents is Monday 14th July 2014 as against 14th August 2014 as published. Interested contractors are hereby invited to come forth for the collection at the NIMASA Head Office, No 4 Burma Road Apapa Lagos. Submission of tender documents is hereby also shifted by one week from the 20th of August to the 27th of August 2014. Tender opening also follows immediately at:

1.2 Reference is hereby made to the NIMASA Invitation to Tender Advert of Thisday and Vanguard Newspaper Publication dated Monday July 7th 2014 for Lot 1. The project title should read “Construction of Academic (Block 2), Institute of Maritime Studies UNN Nisukka, Enugu State” instead of Workshops (package 2).
1.3 Reference is also made to NIMASA Prequalification Advert of Thisday and Vanguard Newspaper Publication dated July 8th 2014.
Interested Companies/Contractor for the NIMASA Prequalification Advert are hereby informed that closing date for collection and submission of tender document have been postponed from 28th July to the 31st July 2014.

2.0 Introduction
2.1 The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transport in compliance with Public Procurement Act (PPA) 2007, the Agency hereby invites reputable and interested Contractors/Companies/Consultants to collect Tender documents for the under-listed projects as provided in the Agency’s budget for 2014.

3.0 General Requirements:
3.1 Prospective tenderers are required to submit the following documents
- Detailed Company Profile stating current office address, e-mail and telephones.
- Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of incorporation and Articles of Association
- Evidence of Tax Clearance Certificate and Tax remittances for the past three years (2011, 2012, 2013) corresponding with declared Annual Turnovers by inclusion of photocopy.
- Evidence of compliance with the Pensions Reform Act 2004, by inclusion of compliance letter from National Pension Commission.
- Evidence of compliance with Industrial Training Fund (TTF) Act of 2011 by inclusion of compliance letter from Industrial Training Fund.
- Evidence of VAT registration / Remittance certificate.
- Evidence of compliance with Nigerian Social Insurance Trust Fund (NSITF) by inclusion of compliance letter from Nigerian Social Insurance Trust Fund.
- Audited Statement of Account of the Company for the past three years duly endorsed by a firm of Chartered Accounts.
- Provision of Tenderers Security for all Tenderers valued above 50 Million Naira at 2% of the Tenderer price by way of guarantee from a reputable bank
- Evidence of working capital for Tenderers valued above 50 Million Naira and above and authority to seek reference from Tenderers Bankers.
- A sworn affidavit that none of the Directors has been convicted in any court of law for any criminal offence
Failure to submit all documents stated above may lead to the disqualification of the Tender.
4.0 Additional Requirements:
4.1 Works:
- List of relevant technical equipment for the job clarifying whether the equipment is fully owned or leased
- Evidence of accreditation/professional registration.
- Evidence of experience of at least five (5) jobs of similar nature and complexity executed within the last three years with verifiable letters of contracts award and job completion certificate.
- List of key personnel including professionals.
4.2 Goods:
- Possession of satisfactory Quality Assurance/Quality Control Certification.
- Verifiable evidence of similar jobs will be an advantage.
5.0 Collection of Standard Bidding Documents/ Submission of Proposals:
5.1 Interested Companies/Firms should collect Standard Bid Documents as from Thursday 31st July, 2014 from the office of the Deputy Director Procurement’s Office, 5th Floor, The Nigerian Maritime Administration and Safety Agency (NIMASA), No. 4 Burma Road, Apapa, Lagos, after the payment of a non-refundable fee of Thirty Thousand Naira (N30,000.00) only for each Lot at the Financial Services Department (Revenue Section) of the Agency on the 4th Floor Payment shall be made in form of a Bank Draft in fevour of NIMASA.
6.0 Submission of Tenderer Documents:
6.1 The Technical and Financial Bids of firms with ail the required supporting documents (Original and Duplicate) neatly packaged in sealed envelopes and One (1) CD- ROM, each stating the Project, Lot Number and Company’s Name shall be submitted not later than Thursday 12th September 2014 by 11:00am,at the Office of:

All tenders that must be submitted on the last day of submission should be submitted at the

Please note Financial submissions below 80% of the Agency’s estimation for Works, Goods and Services shall be disqualified.

Note that the financial Tenderer documental should be endowed in a separate envelope from the Technical Bid documents. Failure to comply with this may lead to the disqualification of the Tenderer.
7.0 Opening of Tender

Tenderers or their representatives, Relevant professional Bodies and Non-Governmental Organizations (NGDs) are invited to publicly witness the Opening of Tenders and shall sign a register evidencing their attendance.
Opening of financial bids of Tenders adjudged technically competent shall be done at a later date that will be communicated to successful (Pre-qualified) Firms.

Notation:
- Late submission of prequalification documents will not be entertained.
- Companies submitting bids/proposals on the last day of submission should do so at the Nigerian Maritime Resource Development Centre, Kirikiri not later than 11.00 am where the Tenderer opening shall be taking place.
- All CAC VAX PENCOM, ITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Service (FIRS), Industrial Training Fund (ITF), National Pension Commission and other relevant bodies for verification.
- This notice shall not be construed to be a commitment on the part of Nigerian Maritime Administration and Safety Agency to award any form of contract to any respondent nor shall it entitle any Company/Firm submitting documents to claims any indemnity from the Agency.
- The Agency is not bound to accept the lowest tender and Tenderers shall be responsible for all costs in preparation and submission of Bids
