Invitation to Tender/ Request for Proposal for 2014 Capital Appropriation

The Federal Government through the Office of the National Oil Spill Detection   and   Response Agency (NOSDRA)   invites   interested, reputable and competent contractor/ consultants to tender for the following capital projects under the 2014 Appropriation

A: TENDER

B:   REQUEST FOR PROPOSAL

Requirements:

i.            Evidence of incorporation of the firm by the Corporate Affairs Commission(CAC) including Memorandum and Articles of Association; Form CO 2 and Form CO 7;

ii.            Evidence of Current Tax Clearance Certificate for the last three (3) years ending in December 2013;

iii.            Evidence of VAT registration/remittances Certificate with TIN

iv.            Company Audited Account for recent 3 years; 2011; 2012, 2013;

v.            Evidence of Compliance with the Pension Reform Act 2004 (as amended);

vi.            Evidence of Compliance with the amended Industrial Training Fund (ITF) Act, 2011;

1. Bankers Reference;
2. Evidence of Financial Capability to execute the projects;

ix.            Bids Security;

x.            Corporate profile of the Firm, CV’s of Key Officers including registered addresses, functional e-mail addresses, GSM phone number(s);

xi.            Verifiable evidence of successful completion of similar works within the past five (5) years and attach copies of letters of award and certificates of successful completion;

1. Evidence of registration as contractor on BPP website;
2. Ensure that all relevant pages of your documents are endorse; and
3. Any other relevant information

COLLECTION OF DOCUMENTS

All Interested contractor /consultants are required to collect tender/request for proposal documents from the Procurement Unit Right Wing Room 8 Office of the Director General /Chief Executive Officer, National Oil Spill Detection and Response Agency (NOSDRA). 5^th Floor NAIC Building, Plot 590, Zone AO, Central Business District, Garki, Abuja.

SUBMISSION OF DOCUMENTS

The Completed Tender/Request for Proposal addressed to the Procurement Unit, 5^th Floor Right Wing Room 8, NOSDRA should be in two bound copies of tender documents in addition to a soft copy submitted in a sealed envelope, marked “Technical Bid and “Financial Bid” The lot number and title of the project should be indicated at the Top Left Corner of the envelopes. Failure to provide any of the listed requirements may lead to disqualification/rejection of bids. Copy of payment receipt should be enclosed.

Note: Submission of Bid documents/Request for Proposal must be accompanied by non-refundable tender fee of N20, 000.00 (Twenty Thousand Naira) only per-lot in bank draft payable to National Oil Spill Detection and Response Agency (NOSDRA). The name, address, e-mails and contact numbers of the contractor/consultant should also be clearly written at the back of the envelopes. Submission of Bids ends at 12 noon on Wednesday, 20^th August, 2014. Late submission will not be accepted.

OPENING OF BIDS

The Financial Bid” will be opened at 12 noon on Wednesday August, 20^th 2014 at the address below in the presence of the bidders/ representatives, relevant professional bodies, Non Governmental Organizations and interested members of the public. Only qualified contractors/consultants will be contacted for the opening of “Financial Bid” for the projects for which they were evaluated/ examined. This advertisement serves also as an invitation to NGOs, Anti-Corruption Agencies and General public to witness the Bid opening at:
