Invitation to Tender
In compliance with the- requirements of the Public Procurement Act 2007, the Nigerian Communications Commission invites tenders from reputable companies with proven experience to undertake the under-listed projects in its 2014 budget.

Eligibility Criteria:
Interested Contractors are to submit the following documents in the order stipulated below:
- Evidence of Incorporation and registration with CAC.
2. Genuine Tax clearance Certificate for the proceeding 3 years i.e. 2013, 2012 and 2013.
3. Evidence of compliance with the statutory Pension Act
4. Evidence of Registration with /TF/Payment of Training Contribution to the Industrial Training Fund
- Evidence of compliance with all NSITF/Employee Compensation Act.
- Companies Audited account for the proceeding 3 years, 2011, 2012 and 2013. Please note that Turnover in Audited must match turnover declared in Tax Clearance Certificates.
- Profile of the Company including list of similar projects executed, Letter of Awards /completion certificates and curriculum Vitae of professionals in the company’s employment.
- Evidence of financial capability supported with bank statements for the last six months from reputable bank
- List of relevant equipment with evidence of purchase if owned or leased agreement for Lots under CATEGORY 2
- Manufacturer or dealership certificate for Lots under Category 1
- Bidders Interested in Lots WC1 -WC6 must show evidence of owning a C B and Hub and Network Operating Center domiciled in Nigeria or Partnership with NIGCOMSAT to provide Bandwidth capacity and real time maintenance support to benefiting schools In addition the Company must have an ISP License.
- Bidders for ECC1-ECC6, who have technical partnership with Original Equipment Manufacturer (OEM), shall be required in submit a letter of comfort from the Technical partner Authorizing the bidder to use its name and Guaranteeing their technical support.
13. Interested Firms must not submit bids for more than three (3) Lots.
14. Every Submission must be accompanied with an affidavit that all Information and documents submitted are true and correct and that no officer of the Commission is a former or present director, shareholder or has any pecuniary interest in the bidder. Please note that documents submitted by prospective bidders will be subjected to due scrutiny with relevant Government Authorities for validation by the Commission in the course of the bidding process.
15. All documents listed above must be arranged in the order of listing in both the original and duplicate copies.
Collection of Tender Document
Prospective bidders are required to collect detailed tender documents from the Procurement Department on the second floor at the Commission’s head office at the address below, upon payment of a non-refundable lender fee of N25, 000.00 (Twenty-Five Thousand Naira per Lot) issued in bank draft in favor of Nigerian Communications Commission. The bid bond and tender fee receipt should accompany the financial bid upon submission.
Submission of Documents
The prospective Bidders shall enclose the original Technical and original financial bids and all copies of the Bids in two (2) separate envelopes clearly marked Technical and Financial, and enclosed the two (2) envelopes in one sealed outer envelope which shall bear the Lot description, the name and address of the Company and addressed to:

The documents should be submitted at the Bid box in the reception of the Commission’s Head office at Plot 423 Aguiyi Ironsi Street Maitama Abuja not later than 12 noon 13th August, 2014.
Opening of the technical bid will take place at the Conference Hall by 12.00pm same day. Please note that only companies that satisfied the eligibility criteria and whose technical bid met the minimum cut-off mark for qualification will be contacted in writing for the financial bid opening.
