Expression of Interest
Preamble:
The Environmental Health Officers Registration Council of Nigeria hereby invites interested, reputable, experienced and capable consultants to submit expression of interest a tender for 2014 capital projects below:
- Section A: Expression of Interest
Lot 1:
Item One:
Development of Environmental Health Practice Guidelines for sewage Management, Sanitation and Hygiene, in Abattoirs with associated logistics
Item Two:
Development of Environmental Health Guidelines for sanitation in Children Development centers (cretch), kindergarten, Nursery School and Special Homes and strategic, /Action plan for Health Practice in Nigeria
Item Three:
Production of Environmental Health Practice Guidelines on public Health Pest and Vector Control, Aviation Hygiene and Ship Sanction in Nigeria with associated logistics
Item Four:
Development of Code of Professional Conduct in environmental Health Practice and Environmental Health Awareness Nationwide with Associated logistics and Equipment
Item Five:
Development of Environmental Heath Guidelines for Training of Environmental Health Artisans (cleaners, waste handlers, spray men, etc.) and Guidelines for Accreditation of Environmental Health Learning Centers
Item Six:
Mass Action for Environmental Sustainability Sanitation and Hygiene (MAESSAH)
Item Seven:
Human capacity development of Environmental Health Officers on different types of domestic waste biodigester, construction, operation and maintenance.

Item One:
Procurement of Environmental Health Practice Equipment
Item Two
Procurement of Toyota Hiace wide body, high roof, super long commuter bus 2013 madel, 2.7 litre petrol engine (5 speed manual transmission).
Item Three:
Procurement of Toyota hilux 4X4 2013 model double cab, long wheel base, fuel system.
4. Eligibility to Participate
Interested reputable contractors/consultants must have necessary competences and possess the following:
- Certificate of the company’s Registration/incorporation.
ii. Company’s current tax clearance certificate (2014 TCC)
iii. The Principal partner must be a Licensed Environmental Health Officer with practice seal.
iv. Must hold at least a master’s degree in Environmental health or related discipline.
v. Must have at least 15 years’ experience in Environmental health Practice.
vi. Copy of VAT registration certificate and TIN Number.
vii. Company profile with CVs of key officers.
- A sworn affidavit disclosing whether or not any officer of EHORECON is a former or present Director, shareholder has pecuniary interest in the bidder and confirms that all information presented in its bid are true and correct.
- Audited account for the last three years.
- Verifiable documentary evidence of similar and other jobs executed e.g. contract agreement or letter of award.
- Evidence of financial capability
- Evidence of Industrial Training Fund Compliance.
- Evidence of PENCOM registration.
5. Collection of Tender Documents:
From the date of this advert interested contractors/consultants who need clarification can visit the procurement unit between 9am till 3pm (Monday to Friday) except public holidays prior to the deadline for submission of proposals.
6. The bidding will be conducted through National Competitive bidding (NCB) procedure as specified in 2007 public procurement Act.
7. The general public is also invited.
8. Submission of Tender:
Interested and reputable companies are required to submit five (5) copies of all expression of interest and tender documents the original must be packed differently and marked Original with signature in a sealed envelope with the other copies after checking the envelop content by our security men on duty, also sign the register at the point of submission, Submission of proposal must be appropriately marked e.g. submission of proposal on Lot 1 and please indicate the item on the Right hand side of the envelope and addressed to:

9. Closing Date and Time for Submission of Proposal
All Expression of Interest/ tender must be Hand Delivered on or before noon Monday 14th July 2014 for the Expression of interest and for Tender 28th July 2014. Any documents received after the date and time specked above stands automatically disqualified please endeavor to sign the register as you submit.
10. Opening of Tender Documents
All EOIs/Tender documents will be opened immediately after the dead line also Tender documents shall be opened at 1:30pm immediately after the close of submission on 14th July 2014 for EOI and for tender 28th July 2014 at the address below in the presence of applicants or their representatives present. The general public is also invited.

- EHORECON reserves the right to verity claims made by consultants/ contractors.
- Tendering of fake documents is an offence and will lead to disqualification and possible prosecution.
- Failure to adhere to the instructions stated above will earn automatic disqualification.
