Tender: Invitation for Submission of Technical and Financial Bids for 2014 Capital Projects
1.0 Introduction
The Management of the National Youth Service Corps (NYSC) in pursuance of its statutory functions and in compliance with Due Process requirements hereby invites competent and reliable contractors to submit bids for the execution of a limited number of projects for 2014 Financial Year.
2.0 Scope of Works
Lot 1: Supply of 5 Nos. of Utility Vans (2.7 Litres Engine Capacity, A/C, Air bags, VVT-1, 5 speed, Manual Transmission, Petrol Engine, Double Cabin, 4×4 4WD, Power Steering, Central Lock, AM/FM CD Player).
Lot 2: Supply of 100 KVA (Sound Proof) Power Generating Set. 1 unit
Lot 3: Supply of 11,100 pieces of Pans and Moulds for Training and Skill
Acquisition (300 pieces per state/FCT) Entrepreneurship Clinic.
Lot 4: Supply of 37 units of Ovens and Mixers for Training and Skill Acquisition (1 set per state/FCT) Entrepreneurship Clinic.
Lot 5: Supply of 74 units of Gas Cookers and Cylinders for Training and Skill Acquisition (2 sets per state/FCT) Entrepreneurship Clinic.
Lot 6: Supply and install 3 Nos. 60/80 Tents/Marquees of 1,300 people Sitting Capacity in three (3) NYSC State Orientation Camps.
Lot 7: Drilling of 1 unit, 18” diameter Borehole in Agwu NYSC Orientation Camp, Enugu State.
3.0 Collection of Tender Documents
Interested companies can obtain the tender documents from the Tenders Board Secretariat, Procurement Department, 3rd Floor, Wing ‘B’ Room 317, NYSC Directorate Headquarters, Yakubu Gowon House, Maitama-Abuja between 11.00 am and 4.00 pm upon presentation of a non-refundable fee of Ten Thousand Naira (N10,000.00) only, per Lot, in form of a certified Bank draft payable to the National Youth Service Corps.
4.0 Technical Requirements
- Evidence of registration with Corporate Affairs Commission (CAC).
- Company’s audited accounts for the last (3) consecutive years (2011-2013).
- Photocopy of Tax Clearance Certificate for the last (3) consecutive years covering (2011 – 2013) corresponding with declared annual turnover and profit of the Audited Accounts.
- Photocopy of VAT registration certificate and evidence of past remittances.
- Evidence of compliance with ITF Amendment Act 2011.
- Evidence of compliance with the Pension Reform Act 2011.
- Evidence of compliance with Financial Reporting Council (FRC) of Nigeria (where applicable).
- Evidence of financial capability from a reputable bank.
- Verifiable list of similar goods/projects successfully executed
- Comprehensive Company Profile with convincing proof of competence
xi. Evidence of technical, operational and managerial staff with relevant work experience in regards to the scope of work.
xii. Any other relevant document(s) that will place the company on a competitive advantage over others.
5.0 Submission of Tender Documents
Bid documents must be spirally bound and duly signed on each page, the technical documents must be arranged in the order indicated in 4.0 (i-xii) above, completed bid documents should be in two separately sealed envelopes labeled “Technical” and “Financial” (2 envelope system), both put in a bigger envelope clearly marked with the relevant Lot number and addressed to:

Tender submission will close by 11.00 am on Monday, 28th July, 2014. Companies submitting tenders most sign the tender register at the reception desk before dropping the tender into the tender box at the Tenders Board Secretariat, Procurement Department, 3rd Floor, Wing ‘B’ Room 317, NYSC Directorate Headquarters, Yakubu Gowon House, Maitama-Abuja. Incorrectly labeled and or late tenders will be rejected.
6.0 Opening of Tenders
Opening of the bid shall commence immediately following the submission deadline at 11.00 am on Monday, 28th July, 2014 at the Conference Hall, 6th Floor, NYSC NDHQ, Maitama, Abuja.
Representatives of bidding companies and members of the public and Civil Rights organisations are invited to witness the Bid opening exercise.
7.0 General Information
- No company shall apply for more than one (1) Lot.
- Failure to fulfill any of the conditions in 4.0 (i-xii) above shall render an application invalid
- The National Youth Service Corps (NYSC) shall verify the authenticity of evidence submitted by bidders with the relevant authorities. Any company found to have submitted forged documents will be prosecuted.
iv. Nothing in this advert shall be construed to be a commitment by the National Youth Service Corps, nor shall it entitle responding contractors to seek any indemnity from the NYSC by virtue of such contractors having responded to this advertisement/invitation to tender.
