1.0 Introduction:
1.1 The Federal Ministry of Finance in line with 2007 PPA is desirous of engaging reputable service providers for the provision of some essential services at its Head Office Complex (Phase I & II) situated at Ahmadu Bello Way, Central Area-Abuja as provided for in the 2014 appropriation.
1.2 The Ministry hereby invites competent firms with relevant expertise and technical experience to bid for the provision of the under listed Consultancy services.
Lot I: Monitoring and Evaluation of the Ministry’s projects
Lot II: Cost benefit analysis of export expansion grant in Nigeria 1999-2013
Lot III: Assessment of foreign direct investment (FDI) inflow to Nigeria 1999 – 2013
Lot IV: Macroeconomics sustainability and Fiscal Policy Management: Assessment of Budget performance 2011-2013
Lot V: Impact of Common External Tariff (CET) on Nigeria Economy: a review of pre and post Commencement
Lot IV: Partial removal of fuel subsidy impact and implications for the Nigerian Economy
Lot VII: Analysis of trade policy process in Nigeria
Lot VIII: Impact of trade policy on key sectors (products) of the economy
Lot IX: Review of Public Housing Financing in Nigeria
Lot X: Development of Social Safety Net for poverty reduction in Nigeria: determining a viable policy direction
Lot XI: Annual survey of key sectors of the economy -manufacturing

B1: Services
In addition, the Ministry wish to request for tender for the following:
Lot I:Installation of 3 nos motorized gate barrier at the Executive Car Park entrance, Phase I Entrance and Auditorium Entrance.
Lot II: Comprehensive maintenance of ICT equipment and Network devices.
Lot III: Provision of operation and maintenance services for the power system of the FMF complex.
Lot IV: Cleaning services: Daily cleaning, wa89ste disposal and Horticultural services.
Lot V: Security Services: Provision of professional Security services including personnel and maintenance of both internal and external security of FMF Office complex.
B2: Goods
Procurement of the following categories of Project Vehicles:
- Two 4X4 JEEP
b. One 4 Wheel Drive VAN
c. One Salon Car
2.0 Requirements
Interested and competent firms/contractors wishing to provide the above listed services/goods are required to submit the following documents which will be subjected to due diligence by the ministry:
- Detailed Company profile with CV’s of key officers including photocopies of relevant professional/technical qualification.
ii. Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC).
iii. Evidence of Current Tax Clearance Certificate and Tax remittances for the past three (3) years ending in 2013.
iv. Evidence of VAT registration/remittance Certificate with TIN No.
v. Evidence of compliance with Pension Reform Act 2004, by inclusion of compliance letter from National Pension Commission.
vi. Evidence of compliance with the amended Industrial Training Fund Act, 2011 by inclusion of compliance letter from Industrial raining Fund (ITF).
vii. Audited Statements of Account of the Company for the past 3 years showing annual turnover duly endorsed by a firm of Chartered Accountants (2011, 2012, 2013).
- Names of Bankers with references.
- Evidence of financial capability to execute the projects.
- Evidence of registration with relevant professional bodies.
- Professional/Technical qualification, licences, registered address and contact details.
- Verifiable evidence that you have successfully carried out similar services within the past three (3) years and attach copies of letters of awards and certificates of successful completion.
2.1 Please be informed that consultants will be selected by the application of least-cost selection (LCS).
2.2 Interested eligible bidders may obtain bid documents and further information from Procurement Division of the Ministry.

3.0 The technical and Financial bids marked respectively in separate and properly sealed envelopes must be submitted on or before 28th July, 2014 by 12 noon. Bid opening will be followed immediately after closing of bids.
3.1 Inspection of the FMF complex and facilities is open to all interested firms on scheduled appointment.
4.0 Disclaimer and Conclusion
4.1 The Federal Ministry of Finance will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry.
4.2 Please note that this advertisement shall not be taken as a commitment on the part of the Ministry to award any or all the above listed projects.
