Invitation for Prequalification and Tender for the Maintenance of the Integrated Document Management System (IDMS) – Electronic Imaging System Equipment for the Central Bank of Nigeria
1.0 Introduction
The Central Bank of Nigeria (“The Bank”) deployed the Integrated Document Management System (IDMS) in all its Strategic Business Units, to facilitate the conversion of physical records into electronic format for efficient and effective storage and retrieval to ensure Business Continuity in the event of any disaster.
The Bank is desirous to invite bids from experienced Service providers to enter into service level agreement for the provision of comprehensive technical support services on the IDMS equipment in all Strategic Business Units on real time bass to avoid down time, ensure optimal system functionality and regular user support.
2.0 Scope of Work
The scope of work to be undertaken include but is not limited to:
(i) Monthly preventive maintenance
(ii) Regular Corrective Maintenance
(iii) Monthly back-up of application server
(iv) Immediate and on-the-spot response to incidents.
3.0 Specific Requirement
3.1 Hardware
3.1.1 Working knowledge and ability to maintain and service IDMS Application (HP Proliant ML570) Server;
3.1.2 Working knowledge and ability to maintain and Service IDMS (HP DC7800P) Web Server,
3.1.3 Verifiable evidence of experience in the maintenance/ repairs/ sourcing of spare parts for SC35H, SCBOH and Fujistsu M3096GX Scanners.
3.1.4 Evidence of staff proficiency (OEM Certificate) in maintenance of Scanners.
3.2. Software
3.2.1 Demonstrable ability to interact, query and navigate Windows 2003,2008 Servers, Oracle 9i R2, IBM FileNet, XML2FileNet, Distribution Manager and Prosort Suites.
3.2.2 Verifiable evidence of competence in IDMS System Administration. Reputable companies with the requisite experience who wish to participate in the competitive bidding must note or provide the following:
General Requirements/ Limiting Factors
The interested Vendors are expected to meet all the under listed general requirements in Compliance with the Public Procurement Act 2007:-
- Evidence of Registration with the Corporate Affairs Commission
- Certified True Copy of Memorandum and Articles of Association.
- Evidence of payment of Tax for the last three (3) years as and when due
- Comprehensive company profile including registered Office address, email address, Phone numbers, facsimile numbers).
- CV. of Key Personnel Supported by Licenses, Certificates, Years of Experience etc.
- Verifiable reference list of clients for whom similar works were successfully carried out in the last three (3) years.
- Customer testimonials
- Reference letter from banker stating financial ability to carry-out such project.
- Audited statement of account for the last three years duly stamped by a licensed Auditor
- Certificate of Compliance issued by the National Pension Commission as evidence of fulfilling employers’ obligation to employees with respect to Pension
- Evidence of payment of training contributions to Industrial Training Fund(ITF)
- Evidence of registration with Financial Reporting Council of Nigeria(FRC).

Interested persons should submit their bids in two (2) separate envelopes namely:
(A)The technical proposal and foe documents listed under specific and general requirements should be submitted in a sealed waxed envelope boldly marked at the top left corner “Prequalification And Technical Proposal For The Maintenance of The Integrated Document Management System (IDMS).
(B)The financial proposal should be submitted in a second wax sealed envelope boldly marked at the top left corner “ FINANCIAL PROPOSAL FOR THE MAINTENANCE OF THE INTEGRATED DOCUMENTS MANAGEMENT SYSTEM (IDMS) and addressed to:

5.0 Closing Date
All submissions must be received at the above address not later than 12 noon on 24th July, 2014.
6.0 Opening Date
All submissions will be opened immediately after the close of submission on 24th July, 2014 at 2nd Floor Wing D, Procurement and Support Services Department (PSSD), Central Bank of Nigeria, Abuja
7.0 Important Notice
A) Nothing in the advert shall be construed to be a commitment on the part of the CBN.
B) The successful company(s) will be notified formally.
