Request for expression of Interest (EOI), Invitation for Pre-qualification of Contractors and Invitation for Technical and Financial Bid from Contractors.

1.0     Introduction

The Federal Ministry of Water Resources was appropriated funds in the 2014 Budget for the execution of its projects. Accordingly the Ministry hereby invites interested and qualified Consultants and Contractors for the procurement of the following under listed Works and Services

CATEGORY A:

2.0     Eligibility Requirements

Interested Consultants are to provide the following information on the firm’s suitability for being shortlisted.

1. Detailed Company profile
2. Certificate of Registration with Corporate Affairs Commission (CAC)
3. Tax Clearance Certificate corresponding with the company annual turnover for three years (2011, 2012 & 2013)
4. Evidence of compliance with the Industrial Training Fund (ITF) Amendment Act, 2011 by inclusion of Certificate of Compliance from the Industrial Training Fund.
5. Evidence of compliance with Pension Reforms Act 2004 by inclusion of PENCOM Compliance Clearance Certificate.
6. Evidence of the Firm’s Registration with COREN
7. List of Professional Personnel (with copies of Certificates of registration with relevant Regulatory Bodies) available in the firm’s employment for the project
8. Verifiable evidence (Photocopies of letters of awards and completion certificates and interim performance certificates for ongoing projects) of previous experience in similar jobs, at least three (3) Nos in the last five years.
9. Annual audited account report for the last three (3) years (2011, 2012 and 2013).
10. Any other information that will further enhance the short-listing of the company
11. Evidence of registration of firm in BPP Contractor database will be an added advantage
12. No. Consultant shall express interest in more than (2) two Lots

Only Shortlisted Consultants shall be invited at a later date to collect Bid

Expression of Interest (EOI) documents will be opened immediately after the deadline for the submission of bids by 12.00 Noon on Monday 23^rd June, 2014 at Merit House, Maitama, Abuja for category A.

CATEGORY B:

Eligibility Requirements.

Interested Contractors are to provide the following information amongst others in their Technical Profiles.

1. Detailed Company profile
2. Certificate of Registration with Corporate Affairs Commission
3. Tax Clearance Certificate for the last three years (2011, 2012 & 2013)
4. Evidence of compliance with the Industrial Training Fund (ITF) Amendment Act, 2011 by inclusion of Certificate of Compliance from the Industrial Training Fund.
5. Evidence of compliance with Pension Reforms Act 2004 by inclusion of PENCOM Compliance Clearance Certificate.
6. Verifiable evidence (Photocopies of letter of awards & completion certificates ) of previous experience in similar jobs at least 3(three) in the last five years
7. Evidence of adequate relevant Professional Personnel (with copies of Certificates of registration with relevant Regulatory Bodies) in the employment of the company and verifiable documentary evidence of having a Project Manager with at least 10 years experience including not less than 5 years as a manager in the construction of works of similar nature and scope
8. Possession-of substantial proportion of the construction equipment required to successfully execute the contract with verifiable proof of ownership
9. Evidence of Minimum Average Company Annual Turnover of N300 Million in the last Three (3) Years
10. Possession of satisfactory Quality Assurances/Quality Control Manuals
11. Evidence of registration of firm in BPP Contractor database will be an added advantage

11.0   Submission of Bid Documents.

Completed Technical and Financial bids (two sets of hard copies and one electronic copy in compact disk on Microsoft office) shall be submitted in two different sealed envelopes and labeled “Technical bid” and “Financial bid” and both sealed in a third envelope Marked “Project Name” at the Top Right Hand corner with company name behind the three envelopes and dropped in the appropriate Tender Box on or before the deadlines for submission; 12.00 noon of Monday July 14^th 2014 for Category C and 12.00 noon of Tuesday July 15^th 2014 for Category D. 12.0   Bids Opening:

“Only Technical bids would be opened immediately after the deadline for the submission of bids by 12 noon Monday, July 14^th 2014 for Category C at Merit House, Maitama, Abuja while category D shall be opened by 12 noon on Tuesday July 15^th 2014 at the same venue.

Only firms and joint ventures (with appropriate Memorandum of Understanding) whose pre-qualification documents fulfill the minimum requirements would be contacted for financial bid opening.

13.0   Conclusion

The Ministry will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission.

Bidders should comply fully with the instructions listed in this Advertisement and should desist from submitting documents that are not genuine. All information provided by bidders will be verified and any erring contractor/consultant will be handed over to relevant security and anti-corruption Agencies for further investigation and prosecution.

The Ministry is not bound to shortlist or prequalify any consultant or bidder and reserves the right to annul the selection process at any time without incurring any liabilities in line with the provisions of the Public Procurement Act, 2007.

This advertisement should be regarded as a Public Invitation to all interested bidders. Non Governmental Organizations working in Transparency and Accountability and relevant Industry Regulatory and Professional bodies to attend the Bid Opening sessions.
