Specific Procurement Notice for 2014 Projects

1.       Introduction

The Federal Ministry of Finance through the Graduate Internship Scheme of Subsidy Reinvestment and Employment Programme (SURE-P) intend to undertake Procurement of various project under its proposed 2014 Budget.

In compliance with the provisions of Public Procurement Act 2007, the authority wishes to put on notice all interested and competent suppliers and consultants with relevant experience for consideration for the execution of the following projects:

1. Goods

Supply of Motor Vehicle Saloon Car

2. Consultancy

LOT I      Consultancy for Exit Training for Interns

LOT II        Consultancy for the Development and Deployment of Online Sector specific employability skill training requirement for Graduates

LOT III      Orientation and Training for Interns and Representatives of firms.

2. Requirements for Qualification

a)     Evidence of registration with Corporate Affairs Commission (CAC). Copies of Certificates of Incorporation and Articles and Memorandum of Association should be submitted.

b)    3 Years Audited Accounts for 2010, 2011 and 2012.

c)     3 Years Tax Clearance Certificate for 2010, 2011 and 2012.

d)    Evidence of VAT registration (colour photocopy of Certificate should be submitted).

e)     Profile of the firm and CV of key Management Partners/Staff with their qualifications and experience(s) clearly stated.

f)      Evidence of Compliance with Pension Reform Act, 2014.

g)     Evidence of Contribution to Nigeria Industrial Training Fund (ITF).

h)    Details of relevant verifiable experiences on similar past projects. Please attached copies of transaction document including project completion certificates.

i)       All relevant information concerning physical address, telephone, fax, e-mail of the company and its representative.

j)       Evidence of Financial capability (attach copy of recent Bank Statement).

3. Collection of Bid Documents:

Bidding documents will be collected from the Chief Procurement Officer, Gradate Internship Scheme (SURE-P), 4^th Floor, Room 401, Federal Ministry of Finance, Headquarter, Ahmadu Bello Way, Abuja on presentation of evidence of payment of a non-refundable processing fee of N10,000.00 (Ten Thousand Naira) only, Per Lot to the account stated below:

4.       Submission of Bids:

Both Technical and Financial Bids must be in separate envelopes and clearly marked appropriately Graduate Internship Scheme and enclosed in one sealed large envelop Labelled not to be opened before 12 noon date bid opening indicating the lot and relevant project bidded for and addressed to:

The sealed documents are to be submitted to the Procurement Office, Room 401, 4th Floor, Federal Ministry of Finance, Abuja, not later than 12 noon of24‘^h June, 2014.

5.       Bid Opening:

Bid Opening shall be carried out by 2 p.m. on 24^th June, 2014 at the Federal Ministry of Finance Main Auditorium, Ground Floor, in the presence of all bidders or representatives who choose to attend.

Note

i.        Late submission will not be entertained.

ii        The Graduate Internship Scheme reserves the right to reject any document it considers to be doubtful authentically or not in line with any of the conditions stated above.

1. This notice shall not be construed to be a commitment in the part of the centre to award any form of contract to any respondent nor shall it entitle any organisation to claim any indemnity from the centre.
2. Interested Professional Bodies, accredited NGOs and Observers are hereby invited to witness the Bid opening exercise at the time and address stated in 6.0.
