The Federal Government of Nigeria has received credit from the International Development Association (IDA) to finance the cost of implementing the State Education Program Investment Project (SEPIP) which will work with participating States of Anambra, Bauchi and Ekiti to improve the quality of their education. The State Education Program Investment Project (SEPIP) being implemented in the three states of the Federation is defined as the consolidated programs of these participating States. Bauchi State Government is one of the beneficiaries of the credit facility. The Project Development Objective is the achievement of Disbursement-Linked Indicators (DLIs) such as needs based Teacher deployment, School-level management and accountability and Measurement of student learning achievement. Bauchi State Education Program Investment Project (SEPIP) intends to apply part of the proceeds of this credit for Training services,
Bauchi State Education Program Investment Project (SEPIP) now invites eligible Training Provider/Firm to indicate their interest in providing the services. Interested Training Provider/Firms must provide information indicating that, they are qualified to perform the services (brochures, description of similar assignments, experience and evidence of any similar Training carried out in the past with relevant references, availability of appropriate staff, etc).
The Services required are as follows:
1.0 Specifically, the training will among others provide the following:
a) General School Operation.
b) Effective School grants operation and financial information for transparency, accountability and oversight functions.
c) Skills and expertise in the area of School improvement Plan (small works) implementation,
d) Participation in School Management,
e) Rolls and functions of SBMCs,
f) School grants operation,
g) Simplified Procurement and Financial Record Keeping Procedures,
h) Tracking progress and Reporting,
2.0 Responsibility
a) The Training Provider/Firm is required to organize a training on SBMC operation that will build the capacity of participants on School Operation and Management for effective achievements of Disbursement-Linked Indicators (DLIs).
b) It is expected that there will be 650 participants for the Training divided in to two segments of 325. The estimated number of days for the delivery of the training is 5 days. The Training Provider may propose alternative number of days for preparation and delivery.
Minimum Qualification and Experience
a) A reputable Training Provider/Firm with key staff who have expertise in Education (with SBMC experience), Communication Specialist, and M&E Specialist for at least 4 years,
b) The Training Provider/Firm must have a minimum of 4 years’ experience in public sector training.
c) The Training Provider/Firm must make provision for Modem training facilities including use of ICT.
d) The team leader must be an Education Specialist with at least Masters Degree or equivalent in any of Educational fields, School Administration and Management or related discipline with not less than 15 years relevant experience.
e) Two other key staff must have at least Masters Degree or equivalent in any of Educational fields or related discipline with minimum of 8 years relevant experience in Education.
f) The team leader and key staff must have professional qualifications in the related field
g) CV of the team leader and at least 2 key staff/resource persons, including specific experience in similar assignments must accompany the proposal.
4.0 Selection of Consultant (Training Provider/Firm).
A consultant (Training Provider/Firm) will be selected using Consultant’s Qualification (CQ) Method and in accordance with the procedures set out in Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits by World Bank Borrowers. January, 2011. Interested consulting Firms may obtain further information at the address below during office hours 9:00am to 4:00pm Monday through Friday except public holidays.
Expressions of interest (one original, two copies) in a sealed envelope clearly marked “Expression Of Interest For School Based Management Committee (SBMC) Training On Effective School Management, Improvement Plan And Accountability” must be delivered to the address below (on or before June 12, 2014) during office hours 9:00 to 4:00pm Monday through Friday except public holidays. Only short listed Firms would be invited or notified for further correspondence.
