Expression of Interest for the Implementation of a Staff Conversion Project for the Financial Reporting Council of Nigeria
The Financial Reporting Council (FRC) Act No. 6, 2011, enacted on June 3, 2011 repealed the Nigerian Accounting Standards Board (NASB) Act No. 22, 2003 and established the Financial Reporting Council (FRC). The FRC is a
Federal Government parastatal empowered to regulate financial reporting and corporate governance; amongst other matters. The Council’s mandate covers both Public and Private sectors of the Nigerian economy.
In order to achieve full transition to an environment that fully complies with the pronouncements of the FRC Act No. 6,2011, the Council requires the services of a reputable Human Capital Management Consulting Firm. The firm will be required to undertake a Staff Conversion Project.
The consulting firm will be required to undertake the following:
- Familiarise itself with the organisational structure of the defunct NASB, and obtain historical/background information for the conversion process.
- Review FRC’s current organisation structure and document job descriptions, including person and position specifications.
- Review current manning levels and advise on functional manning and remuneration in the short, medium and long term for the Council.
- Establish new roles and recommend placement/remuneration on the newly designed FRC organisational structure for legacy staff of the defunct NASB, and
- Determine manning gaps, based on step 4 above, and proffer approaches for bridging identified gaps in the short, medium and long term for the Council.

- Evidence of registration with the Corporate Affairs Commission.
- Full Details of Company’s Profile.
- Evidence of registration with FRC.
- Curriculum Vitae of Key Personnel showing Experience and Technical Qualification.
- VAT Registration and Certificate.
- Company’s Audited Financial Statements for the Last Three (3) Years.
- Evidence of Similar Job(s) Carried Out.
- Evidence of Financial Capacity or Bank Support.
- Evidence of Pension Contribution.
- Evidence of Compliance with Section 6 of ITF Act; and
- Membership of Relevant Professional Body.
