Request for Expression of Interest for Technical Assistance on Pro-Poor Water Supply Service Delivery at Community Level
This request for Expression of Interest (EOI) follows the General Procurement Notice (GPN) for the above Project that appeared in the dgMarket of June 2, 2004 and the United Nations Development Business issue no. 633 of June 30, 2004.
The Federal Government of Nigeria (FGN) has received an additional financing from the International Development Association (IDA) for the implementation of 2nd National Urban Water Sector Reform Project. Part of the proceeds of the credit will be applied to finance consultancy services for technical assistance for pro-poor water supply service delivery at community level.
Objectives of the assignment
Establishing an effective community level operation and management for drinking water sources (both motorized and handpump boreholes) and facilitate setting-up of spare-parts and consumables supply chain and empowering communities to take responsibility for their safe drinking water facilities in 12 States of Nigeria.
The Scope of the Service will include but not limited to the following:
a) Mobilize communities for formation of Water and Sanitation Committees (WASCOMs);
b) Motivate the Community to take ownership of water sources;
c) Assess the rehabilitation/replacement needs of non-functional water facilities in the selected locations;
d) Rehabilitate/replace non-functional water facilities in the locations;
e) Build Capacity within the community to maintain the water sources;
f) Establish spare parts supply chains for maintenance of the water facilities; and
g) Engage the Local Government to provide support for sustaining the project.
Submission of Expressions of Interests (EOIs)
The Federal Ministry of Water Resources now invites eligible firm or Joint Venture or NGOs to indicate interest in providing the above-mentioned services.
The firm/NGO/CBO must satisfy the following criteria to qualify for a short list:
a. Submission of evidence of registration;
b. Possession of adequate expertise and experience in similar services in the last 10years;
c. Possession of qualified and experienced personnel and logistic resources to carry out the assignment;
d. Possession of adequate equipment for the job;
e. In-depth understanding of community water supply and governance.
f. Evidence of job turnover of not less than N300M in any of the last 5 years;
g. Evidence of access to line of credit of not less than N50M;
h. Submission of tax clearance for 5 Years (2008-2012);
i. Submission of audited financial statement for 5 Years (2008-2012).
One original and two copies of the Expression of Interest must be delivered to the address below not later than April 23rd April, 2014 by 12.00hrs in a sealed envelope clearly marked “Expression of Interest for TA on Pro-poor Water Supply Service Delivery”
The assignment will be awarded to the successful organization on Quality and Cost Based Selection (QCBS), in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in January 1997 (revised September 1997, January 1999, May, 2002 & May, 2004 and 2011)
