This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 673 of February 28, 2006 on-line and in DG Market.
The Federal Government of Nigeria has received a USD320.0 million loan from the International Development Association (IDA) toward the cost of the Second National Urban Water Sector Reform Project and it intends to apply part of the proceeds of this loan to payments under the Contract for the Construction/Extension of the Water Production and Distribution Systems for Ogoja, Cross River State, Nigeria.

The Cross River State Water Board Limited, the implementation agency for the Cross River State Government now invites sealed bids from reputable and eligible bidders for the Construction/Extension of the Water Production and Distribution Systems for Ogoja Town in Cross River State, Nigeria.
The Scope of the works for the Ogoja project is as follows:
- Construction of an Intake Weir across River Aya in Ogoja.
- Ogoja has an existing 3,000 cubic meter capacity concrete conventional water treatment plant recently rehabilitated, no additional work is envisaged for same.
- Rehabilitation/Construction of an Intake, Low Lift Pumping Station and Raw Water Mains.
- Construction of a New Reinforced Concrete Conventional 423 m3/h Capacity Water Treatment Plant.
- Construction of High Lift Pump Station.
- Laying of Treated Water Transmission Mains of various sizes.
- Construction of ground level reservoirs, of various sizes.
- Construction of Elevated Water Tanks, also of diverse sizes.
- Supply and laying of water distribution pipes with accessories for the following suburbs settlements: Ugaga, Okuku, Army Barracks Ogoja, Ijibor, Ugboro, Abuochichi, Ukpah, Afrike, Okpeche, Ocheghe. The installation envisages a total pipe line length of approximately 30km Upvc water distribution pipes of various sizes.
- Construction of house connections and water kiosks.
- Construction of Buildings.
Interested eligible Bidders must demonstrate that they have built as contractors,
management contractors or subcontractors:
(i) Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
(ii) Participation as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last five (5) years, each with a value of at least USD 18 (Eighteen) million that has been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.
(iii) For the above or other contracts executed during the period, a minimum experience in the following key activities:
i) Intake Structure Civil works, weir construction involving River control.
ii) Pumping stations civil works.
iii) Water treatment facility electromechanical installation.
iv) Conventional concrete Water Treatment Plant construction (423m3/hr).
v) Water treatment plant electromechanical installation and ancillary works.
vi) Concrete Storage Reservoir construction (2,500m3).
vii) Elevated water tanks (reinforced concrete and steel).
viii) Structural and hydraulic design capacity for all above.
ix) Supply of around 100km of pipes in six months.
x) Pipeline tench excavation, laying, disinfection, pressure testing, household customer connection and concrete related civil works in one and half year.
Also Bidders in order to be eligible must demonstrate creditable reputable experience and retain as project manager/or construction manager a professional expert with demonstrable cognate civil engineering experience and project management background.
Bidding shall be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA credits. 2004 revised and updated in 2012 and is open to all bidders from Eligible Source Countries as defined in the guidelines.
The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Documents: Procurement of Works.
Interested eligible bidders may obtain further information from and inspect the bidding document at the Cross River State Water Board Limited at the address below from Mondays to Fridays (except on public holidays) from 0900 to 4:00pm.
A complete set of the bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of NGN100,000.00 (One hundred thousand naira only) or U$D 625 (Six hundred and twenty-five United States dollars) or the equivalent sum in a freely convertible currency. The method of payment will be by cheque, bank draft or in cash, made out in favour of Cross River State Water Board Limited (and lodged in the designated account, with the payment slip tendered as evidence of payment).
The complete set of the bidding Document will be sent if so requested by an applicant who chooses not to collect same in person by courier upon additional payment of fifteen thousand Naira (N15, 000.00) or one hundred US Dollars (US$100) for Europe and West Africa or thirty thousand Naira (N30, 000 00) or two hundred US Dollars (US$200) for all other countries payable to the Cross River State Water Board Limited not later than 27th March 2014 before bid closing to cover the cost of the delivery to bidders by courier.
Bids must be delivered to the office address below in sealed envelopes on or before 2.00pm, on 24th May 2014 and be clearly marked: “Bids for the Construction/Extension of the Water Production and Distribution Systems for Ogoja Town, in Cross River State (Contract No: CR/II UWSRP/OGJCWKS/ICB/2014/001).
A mandatory Bank Bid security must accompany All Bids in an amount as stated in the table in paragraph 2 above or an equivalent amount in a freely convertible currency.
Bids shall be publicly opened in the presence of bidders’ representatives who choose to attend at 2.15pm on 24th May 2014 at the office address below.
