1.0 Invitation to Competitive Tendering for the Rural Electrification Development Projects Across the State
1.1 The Nasarawa State Ministry for Rural and Community Development is desirous of inviting competent and reputable Registered Electrical Engineering Contractors for the execution of various Lots of Rural Electrification in communities across the state through a competitive bidding process to carry out the following framework of execution.
1.1.1 The design and construction of 33kv Inter Township grid – connection (ITC)power lines to towns /villages in Nasarawa state
1.1.2 The design and construction of Township Distribution networks(TDN) and installation of distribution transformers in towns/villages in Nasarawa state.
2. Objectives/ Scope of Works
1. Grid Connect all outstanding Development Areas and Local Government Headquarters with ITC 33kv line using ACSR conductor.
i. Azara (Dev. Area Headquarter)
ii. Agbashi (Dev. Area Headquarter)
iii. Madastation (Dev. Area Headquarter)
iv. Rinze (Dev. Area Headquarter)
v. Panda (Dev. Area Headquarter)
vi. Loko (Dev. Area Headquarter)
vii. Gadabuke (Dev. Area Headquarter)
viii. Toto (Local. Gov. Headquarter)
ix. Umaisha (Dev. Area Headquarter)
2. Procurement and Installation of 2.5 MVA injection Transformer in each of the outstanding Development Area and Local Government Headquarters, to step-down 33kv to 11KV for Township feeders.
Total 9 Transformers
3. Procurement and installation of 2Nos 500KVA, 11/0.415KV Distribution Transformer for each of the outstanding Development Area and Local Government Headquarters.
Total = 18 Transformers
4. Construction of2Nos 0.5KM 11KVfeeder lines from injections transformer to Distribution transformers for each of the outstanding Development Area and Local Government Headquarters
Total line length =1KM
5. Construction of 1.5km, 0.415KV Township Distribution Network (TDN) for each of the Distribution Transformers
Total TDN length = 3KM
6. Villages Electrification –
Procurement and Installations of 52 Nos. 300 kva, 33/0.415kv Transformers to be installed in villages along 33kv Grid lines @ 4 per Local Government area. Total villages to be impacted =52
3. Qualification of Bidders
Interested Companies must satisfy the following conditions:
(i) Evidence of registration as a Limited Liability Company with the Corporate Affairs Commission.
(ii) Evidence of registration as Licensed Electrical Contractors of Nigeria (LECAN) as appropriate.
(iii) Evidence of registration with Nasarawa State Tenders Board under category ‘F’.
(iv) Company Profile, giving details of Technical and Administrative staff qualification.
(v) List of similar projects executed within the last five (5) years.
(vi) List of current project(s) under execution.
(vii) Reference of three (3) major projects, giving names, address and telephone numbers of the contact person from the clients and also the consultants that supervised the projects.
(viii) Bank reference.
(ix) Copy of current Tax Clearance certificate for the past three (3) years.
(x) VAT Registration Certificate.
(xi) Company Audited Account.
4. Collection of Tender Documents:
i. Tender documents are obtainable from the Ministry of Rural & Community Development along Shendam Road, Lafia, upon the payment of a Non Refundable Tender fee of One Hundred Thousand Naira (N100,000.00) only in favour of Nasarawa State Government.
ii. Collection of Tender documents begins from the date of this advertisement, between 9:00am and 4:00pm daily, Mondays to Fridays at the Ministry of Rural and Community Development.
iii. Completed Tender documents must be hand delivered at the same Ministry on or before 12:00 noon, on 27th March 2014.
iv. The envelopes, which should be sealed, registered and dropped at the point of submission must be marked on the top right hand corner with the Job Lot Number being bided for.

6.0 General Information /Notes
(i) The Nasarawa Slate Government reserves the right to analyze submission made by prospective contractors.
(ii) Submission of Tender documents does not commit the Nasarawa State Government to awarding contract(s) to any Tenderer.
(iii) The Nasarawa State Government does not owe anyone an explanation for his/her failure to secure a job lot quoted for.
(iv) Late submission of Tender documents stand disqualified automatically.
