General Procurement Notice (GPN)
Electricity Management Services Limited (EMSL) is one of the successor companies established by Government in line with the provision of the Electric Power Sector Reform Act (EPSRA) 2005 and supplementary regulation number 46 of 2010.
EMSL by this advert wishes to bring to the notice of interested, competent and reputable Contractors/Suppliers/Consultants that the Company would carry out procurement of the under listed works, goods and services to be funded from the 2014 Appropriation
A) Works
i. Maintenance and Repair of existing Equipment and Instruments in Meter Test Stations, Transformer Workshop, Engineering Laboratories, Central Store and Inspectorate Field Offices;
ii. Maintenance and Partitioning of Office Building
iii. Supply and Installation of Security and Safety Equipment
iv. Supply of and Installation of Standby generators.
v. Supply and Installation of New Equipment for Meter Test Station, Transformer Workshop, Engineering Laboratories and Central Store;
v. Supply and Installation of ICT Equipment and Materials;
vi. Supply and Installation of Office Furniture
B) Goods
i. Supply of Test Equipment and Instruments for inspection Services;
ii. Supply of Office Equipment and Consumables;
iii. Supply of Office Documents and Materials- Security and Non-security Documents; and
iv. Supply of New Vehicles.
C) Consultancy Services:
i. Consultancy services for Preparation of RFPs/Bids Evaluation;
ii. Consultancy services for Expansion/Remodeling of Meter Test Stations, Central Workshop;
iii. Consultancy Services for provision of financial & Internal Audit procedures manual/policy; and
iv. Consultancy Services for Information Technology and Infrastructure Building
v. Provision for consultancy services for design & development of Enterprise Resource System
D) Provision of Various Other Services:
i. Software Packages Development;
ii. Legal Services; and
iii. Cleaning Services.
2. Requirements
i. Certificate of Incorporation/Business Registration;
ii. Current Tax Clearance Certification for the last three (3) years (2010, 2011, 2012);
iii. Value Added Tax Registration Certificate and evidence of remittance;
iv. Evidence of Employee open Retirement Savings Account (RSA) with a Pension Fund Administrator (PFA) of choice;
v. Evidence of compliance with the Industrial Training Fund Amendment Act, 2011;
vi. Audited Account for three years (2010-2012) and evidence from the company’s bankers as to its financial capacity.

i. This Notice is not an Invitation to bid.
ii. Interested firms may obtain further information from the office of The General Manager (Procurement) from 9.00 am -5.00 pm on Monday to Friday except on Public holiday and weekends. Further to this publication, subsequent announcements of Specific Procurement Notice (SPN) will be in the International and local Newspapers of wide circulation and in the Website of the EMSL or as applicable.
iii. The Company also reserves the right to invoke the provision of section 28 of the Public Procurement Act (PPA) 2007, without incurring any liability to the bidder.
