Assignment Title: Consultancy for Public Procurement Reforms

The Federal Government of Nigeria has received financing from the International Development Association (IDA) and the European Union (EU) towards the cost of the STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds for consulting services.
The overarching objectives of the consultancy services are to design an organisational structure for the Public Procurement Commission, carry out a procurement assessment of pilot Ministries Departments and Agencies (MDAs) in the State and prepare a procurement capacity and training needs assessment strategy document.
The DELTA STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:
The qualification of the firm shall include experience in similar assignments for the last ten years. The firms shall also have the following experts:
(a) Lead Consultant (Senior Public Financial Management/Procurement Specialist),
i. The candidate must possess a minimum of Master’s degree with at least 10 years post-graduation experience, in either of Business Administration, Accounting, Law, Engineering or equivalent
ii. Good knowledge and experience in a similar country as Nigeria, especially in the public sector on Public Procurement reforms; and strong ICT skills
iii. The person must have undertaken at least a similar assignment in the last five years elsewhere in a similar country as Nigeria
(b) Consultant
I. The candidate must possess minimum of first degree with at least 7 years post-graduation experience, in either of Business Administration, Accounting, Law, Engineering or equivalent; Master’s Degree will be an added advantage; good knowledge and experience in Nigeria, especially in the public sector on Public Procurement reforms; and strong ICT skills
II. The consultant in addition to the above should have good understanding of anti-corruption reforms in Nigeria, especially as they relate to public procurement;
III. The person must have undertaken at least a similar assignment in the last five years in Nigeria or elsewhere in Africa.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS (Consultancy Qualification Selection) method set out in the Consultant Guidelines.
