Request for Expression of Interest (EOI)
The Federal Ministry of Agriculture and Rural Development (FMARD) in pursuit of the Federal Government’s Agricultural Transformation Agenda (ATA) is desirous of selecting Manufacturers/Suppliers and Agro-Dealers that will participate in the Growth Enhancement Support Scheme (GESS) for the delivery of inputs to Nigerian farmers nationwide.
The Federal Ministry of Agriculture and Rural Development therefore invites interested reputable manufacturers of Fertilizers, Agro-chemicals, Seed companies and other providers of Agricultural inputs (Fisheries, Livestock etc) to participate in the scheme by submitting their proposals as indicated below:

2. General Qualification Criteria and Tender Requirements
In order to be considered, interested companies, which must be Nigerian companies, should submit tenders/bid documents accompanied with the following;-
i. Evidence of registration with Corporate Affairs Commission (CAC) and Forms: CO7.
ii. Provide detailed Company Profile.
iii. Detailed evidence of compliance with Pensions Act.
iv. Company Audited Accounts for last 3 years.
v. Current Tax Clearance Certificate (2010 – 2012) verifiable from Federal Inland Revenue Service (FIRS).
vi. Evidence of Contribution to Industrial Training Fund (ITF).
vii. Evidence of VAT Registration & Past VAT remittance.
viii. Letter of Financial Capacity & Banking support.
ix. Evidence of satisfactory performance and/or participation in the current GES and similar schemes.
x. Any other document(s) to support the application as may be contained in the Expression of Interest document.
3. Additional Requirements for Suppliers
- Evidence of being a manufacturer or accredited representative of manufacturer.
- Satisfying all regulatory standards including SON, NAFDAC and other recognized certification.
- Evidence of production facilities and executive capacity
4. Additional Requirements for Agro-Dealers
- The Operator of the company or its sales agent(s) must reside in or near the place where the redemption centre (selling point) is located.
- Must possess or have ability to construct/or rent warehouse within the area where the redemption centre (selling point) is located.
- Must have a minimum of 10% working capital (either in cash or kind) of its total financial outlay.
- Must have at least relevant experience in similar business venture.
- Must have bank account in reputable financial institution in or near the area of operation.
- Possession of relevant equipment such as weighing machine, auger etc.
- Must be registered with at least one accredited supplier (fertilizer/seed/agro-chemicals etc.)
- Must be registered with State/Regional/National agro input dealers Association.
- Possession of certificate of registration as agro input dealer from the FMARD or State Ministry of Agriculture/Commerce will be an advantage.
- Must have GSM telephone number and e-mail address.
5. Collection of Expression of Interest Documents
Interested Companies shall on application collect expression of interest documents from the office of the:-
a) Director, Procurement Department

6. Submission of Expression Interest Documents
The completed expression of interest documents must be submitted in three (3) copies including one (1) original and two (2) copies to the addresses below:

7. Closure of Bids
The submission of bidding documents shall close in all the State Offices at 12:00 noon on Friday, 14th February, 2014 while the closure /opening of bids at the Headquarters, Abuja shall be at 10:00am on Monday, 17th February, 2014 in the Ministry’s Conference Room B. All bidders, relevant NGOs and CSOs are invited to witness the exercise.

Contravention of the conditions in Paragraph 2(i to x) could lead to disqualification.
