Invitation for Proposals from Practicing Accounting Firms
1. Introduction
In line with the requirements in the public service, the DMO desires to effect a change of its existing External Auditors. Consequently, the office hereby invites proposals from suitably qualified reputable accounting firms who are interested in providing external auditing services to the Office.
2. Scope of Work
-
- To provide full statutory auditing of the annual financial statements of the DMO in strict compliance with internationally accepted accounting and auditing standards and best practices;
- To review and assess the control environment with respect to various risks inherent in the business and financial operations of the Office and expected impacts on the annual financial statements issued by the Office; and .
- To render statutory and other reports as appropriate.
3. Tender Qualifications/Requirements
a) Evidence of registration with the Corporate Affairs Commission;
b) Copy of Tax Clearance Certificates for the past three years (2010, 2011 & 2012);
c) Copy of VAT Certificate and evidence of remittances to FIRS;
d) Evidence of registration with Industrial Training Funds and remittance of contributions;
e) Evidence of Pensions/Social Security Contribution in accordance with the Pension Act, 2004;
f) Company’s audited account for the last three years (2010, 2011 & 2012);
g) Verifiable evidence of similar jobs successfully handled in the past three years;
h) Full details of the company’s profile and list of key personnel (including their CVs), stating their designations, roles, qualifications and experience;
i) Evidence of current accreditation (obtained on or before November 20, 2013) by the office of the Auditor-General for the Federation;
j) Evidence that the firm has an active operating office in Abuja;
k) Any other information that will further enhance the technical qualification of the firm;
l) Firms that have sole practitioners need not make any submissions.
4. Collection of Tender Document
Interested bidders are expected to collect the tender documents from the Admin. Unit of the Debt Management Office from December 5, 2013 to January 16, 2014.
5. Submission of Tender Document:
The proposals should be submitted in two separate sealed envelopes, clearly marked at the top left comer “Technical Proposal – Audit” and “Financial Proposal – Audit”, respectively. In addition, Proposals should have Table of Contents and appropriate pagination Completed Technical and Financial Bids should be addressed to:

All submissions must be registered at the Admin, Unit of the Debt Management Office, not later than 12.00 noon, on Thursday, January 16, 2014. Electronic Bids shall not be accepted and Bids received after the deadline will be rejected.
6. Tender Opening
Tenders will be opened at the Debt Management Office, NDIC Building (First Floor), Plot 447/448, Constitution Avenue Central Business District, Abuja on Thursday, January 16, 2014 by 2.00 p.m.
Interested firms that make submissions are hereby informed that due diligence may be conducted on them.
