Request for Expression of Interest for the Orientation and Employability Training for Interns of the Graduate Internship Scheme (GIS) Based on the Standard Training Manual
1.0 Introduction
The Federal Ministry of Finance through the Subsidy Reinvestment and Employment Programme (SURE-P) established the Graduate Internship Scheme (GIS) which aims to provide the unemployed graduate youth with job apprenticeship opportunities that will expose them to skills and experience relevant to the current labour market and enhance their employability.
2.0 Scope of Work
The consultant is expected to deliver orientation and employability training for Interns of the GIS and representatives of partnering firms in all States of the Federation and -FCT based on the established Standard Training Manual.
3.0 Qualification Requirements
i. Demonstrate good knowledge of unemployment issues and development trends in Nigeria.
ii. Evidence of incorporation of the company with Corporate Affairs Commission (CAC).
iii. Evidence of current tax Clearance Certificate.
iv. VAT Certificate and evidence of remittance to FIRS.
v. Evidence of Pensions and social Security Contributions.
vi. Evidence of registration with Financial Reporting Council (FRC) of Nigeria.
vii. Evidence of the firm’s Corporate Registration with the appropriate Professional body.
viii. Details of staff strength including the Curriculum Vitae and profile of key staff with copies of credentials for verification.
ix. Demonstrated capacity and experience in similar training.
x. Details of previous consultancy undertaken including scope, copies of award letters and certificates of valuation.
xi. Sworn affidavit that the Firm is not bankrupt and sworn affidavit that none of the directors is an ex-convict or bankrupt.
xii. Evidence of ITF contribution.
xiii. Evidence of Financial capability and Bank Reference from a Reputable bank.
4.0 Submission
The Expression of Interest (EoI) documents in Four (4) copies and one (1) soft copy (CD) must be sealed in an envelope clearly marked “Expression for Consultancy Services” addressed to the Permanent Secretary, Federal Ministry of Finance and be dropped in a Tender Box located in the Office of the Project Director, Graduate Internship Scheme (SURE-P), Room 211, Second Floor, Federal Ministry of Finance, Abuja, on or before 12.00 noon on 25th November, 2013.
5.0 Opening
The documents will be opened immediately after close of Bid on the same day in the Conference Room of the Department of Economic Research and Policy Management (ERPM) Lower Ground Floor, Federal Ministry of Finance, Abuja, by 12.00 noon in the presence of all bidders or representatives who choose to attend.

7.0 Note
i. Late Submission will be rejected and only shortlisted companies will be invited to bid/Tender.
ii. Response to this invitation shall not oblige the Federal Ministry of Finance to consider any responding firm for qualification.
iii. All cost incurred as a result of response to this invitation and any subsequent requests for conformation shall be borne by the responding firm.
iv. The Ministry will verify all claims made by applicants and shall disqualify any Firms whose claims are found to be false at any stage of the procurement process.
