Invitation for Expression of interest (EOI) for Pre-qualification as Consultants for the Engineering Design and Production of Tender Documents for the Dualization of a segment of Gombe -Bauchi Federal Road from Mile 3 junction to the Gombe Airport.
The Gombe State Government in collaboration with the Federal Government of Nigeria is desirous of constructing (by expanding) a segment (25km) of the Gombe -Bauchi Federal highway into a dual carriageway. The expansion of the road became necessary in view of the anticipated increase in the traffic volume especially with the planned upgrade of the Gombe Airport and hence the envisaged surge in commercial activities along that stretch. Furthermore, the Gombe – Bauchi Road remains the principal gateway into the state capital city of Gombe and hence the need for this expansion not to be overemphasized.
The client hereby invites for submission of Pre-qualification documents; Technical and Financial proposals from competent engineering design consultancy firms for the project. The required consultancy services comprise the design and tender documentation of full scope development for the:
- Dualisation of the 25km stretch of the road from Mile 3 to Gombe Airport.
- Typical cross-section for the road to include 3-lanes main carriageways, 1 -lane parking, shoulder, central reservation, crash barrier, street lighting, concrete lined drain etc. to characterise typical urban expressway.
- Provision for appropriate future grade separated interchanges (3nos) at the intersections with other regional link roads based on the Greater Gombe Metropolitan Master Plan.
- Pedestrian foot bridges at various community settlements along the road.
- Appropriate road furniture (tree lining, greening and soft landscaping) along the road.
Reputable engineering firms who possess the capacity, competence, resources, experience and track record of engineering design of international standards are invited to submit their Pre-qualification; documents Technical and Financial proposals for the design project. The Technical submissions must demonstrate capacity, competence, relevant experience and proven track record to undertake the assignment.
To facilitate preparation and submission of Technical and Financial Proposals, detailed brief on the proposed scope of work are available for collection by all prospective consultants upon presentation of the firm’s registration with COREN for sighting, at the office of the Honourable Commissioner, Gombe State Ministry of Works & infrastructure.
The Pre-qualification documents should include the following:
(a) Consulting firms/Consortium Profile: Certificate of Incorporation, registered office address, details of affiliated consultancy firm(s) – in the case of a consortium, curriculum vitae of management and key technical staff- including evidence of their registration with relevant professional bodies.
(b) Evidence of the firm’s registration with COREN in addition to the Principal Partner’s registration, the originals of which must be sighted at opening.
(c) List of relevant and verifiable similar consultancy assignment handled for the Federal Ministry of Works and Gombe State in particular. The information to be supplied here must include: – Detail of the design assignment(s) handled, Name and Address of the client(s), location of the project(s), value of the project(s), evidence of satisfactory completion of the assignment and other such relevant information deemed necessary.
(d) Firm’s Audited Account and Financial Report (by Certified Chartered Accounting firm) for the last three (3) years. Also required is the firm’s Tax Clearance Certificate (TCC) for the last three (3) years. The originals to be sighted during opening.
Submission of Technical and Financial Proposals:
Responses to this Notice should be in two separate sealed envelopes (clipped together) containing the Pre-qualification documents; Technical proposal and the Financial Proposal respectively, each clearly marked for clear identification. Submissions should reach the Office of the Honourable Commissioner, NOT LATER THAN 12.00NOON on or before 12th November, 2013. Pre-qualification documents shall be opened on the last day at 3pm.
Prospective Consultants are expected to acquaint themselves with the Draft Report on the “Greater Gombe Master Plan” and the “Gombe State Due Process Guidelines for Procurement of Goods and Services”. This is also in line with the provisions under the Public Procurement Act, 2007.
Only pre-qualified consultants shall subsequently be invited for opening of their Financial proposals.
- This invitation should not be construed as a commitment on the part of the Gombe State Government.
- All expenses to be incurred in preparing the Technical and the Financial bids shall be wholly borne by the Applicant.
