Introduction
The Universal Service Provision Fund (“The USPF”) Was Established To Facilitate Rapid Achievement Of National Policy Goals For Universal Service And Universal Access To Information And Communication Technologies (ICTS).
The mandate of the USPF is to facilitate the widespread availability and usage of network services and application services throughout Nigeria by providing funding for the provision of network facilities, network services and application services to rural, unserved and underserved areas or to underserved groups. For the past 5 years the USPF has been implementing various ICT projects in Secondary Schools, Universities and other Tertiary Institutions in the Country.
In fulfilling this mandate, the USPF has identified institutions and schools catering for Persons with Disabilities (PWDs) across the country and has set aside funds to provide ICT facilities to such institutions and schools in Nigeria.
The USPF hereby invites all qualified and interested proponents to submit Expression of Interest HOI for the establishment of laboratories in institutions and schools which cater for Persons with Disabilities in Nigeria. These laboratories will contain Computers and other Assistive Technology solutions which will help to prepare students in the institutions to participate meaningfully in society.
2. Scope of Work
The Scope of Work for this assignment includes the following:
- Supply and install Assistive Technology solutions to identified institutions
- Deploy other relevant solutions.
- Train the Institutions’ personnel and students in the use of the provided Assistive Technologies.
- Train the Institution’s personnel in the provision of preventive and first level corrective maintenance for the Assistive Technology solutions.
- Provide support to the Institutions as may be determined by the USPF.
3. Eligibility Criteria
Interested qualified companies are required to demonstrate the following competencies:
4. Specific Conditions
a. Evidence of relevant technical experience with verifiable reference to similar projects deployed in Nigeria or worldwide (please attach letters of reference from at least 3 institutions indicating the type and value of work done).
b. A good understanding of ICT and Assistive Technology solutions for PWD.
c. Demonstrate Ability in terms of manpower and expertise to work with various entities (USPF, Vendors, and Institutions etc).
d. An understanding of the objectives of what the PWD -USPF project entails.
e. Experience with technical works, including ICT, hardware/software development/ deployment and proof of previous project experience.
f. Strong client orientation, pro-active relationship management skills, good track records in technical capacity building and client relationship management especially in Nigeria.
g. Any other relevant information that would support your company’s proposal.
5. Eligibility General
Interested firms must submit the following documents:
a. Evidence of incorporation and/or registration with Corporate Affairs Commission. Companies must enclose Certified True Copies certificate of incorporation and form CO7.
b. Submit Certified True Copies of Articles and Memorandum of Association of the Company, which must show that the Company has ICT related activities as part of its objectives.
c. Must have three year Tax Clearance certificates (2010, 2011 and 2012).
d. Evidence of Value Added Tax (VAT) registration certificate and past remittances.
e. Audited accounts for the last three years.
f. Provide verifiable evidence of financial capacity to execute the project.
g. Have a proper understanding of ICT solutions.
h. Show evidence of similar works.
i. Company profile and organizational structure, including names and resume of key personnel and technical staff with addresses and phone numbers.
j. Detail evidence of compliance with Pension Act, 2004 including evidence of remittances and ITF contribution.
6. Submission Instructions
The Expression of Interest (EoI) should be submitted in a sealed envelope clearly marked USPF EoI -PWD one printed and one electronic copy with name of the company clearly printed on the reverse side of the envelope and must be hand delivered not later than Thursday November 14, 2013 by 5.00 pm to the following address:
