Invitation for the Submission of Technical and Financial Tenders for the Rehabilitation of Critical Link Roads under the Rural Access and Mobility Project (Ramp)
Introduction
The Federal Project Management Unit of the Rural Access and Mobility Project under Federal Ministry of Agriculture and Rural Development has received Counterpart Funds towards the cost of the Rural Access and Mobility Project and intends to apply part of the proceeds for the Rehabilitation of selected Critical Link Roads.
2. The Federal Project Management Unit (FPMU) on behalf of the Ministry now invites eligible and registered Civil/Highway Engineering Companies for the submission of Technical and Financial tenders for the rehabilitation of the under-listed critical link roads.
Lot 1: 1.5km Ifelodun – Temidire Road in Ado – Odo/Otta LGA, Ogun State.
Lot 2: 2.5km FuFore Kapo Road in FuFore LGA, Adamawa State
3. Description of Service:
The job shall involve double surface dressing of the road for the road under lot 1 and earth finishing for the road under lot 2. The detailed Bidding Document/Bill of Engineering Measurement and Evaluation shall be provided to the interested Companies on payment of N10,000.00 tender fee in favour of the Rural Access and Mobility Project, Abuja.
4. Qualification Criteria and Requirements
In order to be considered, interested and eligible companies should submit tender documents accompanied with the following:
- Evidence of registration with the Corporate Affairs Commission (CAC) and forms CO7
- Provide detailed Company Profile
- Detailed copy of current Tax Clearance Certificate for the past 3 years (2010 – 2012) verifiable from Federal Inland Revenue Service(FIRS).
- Last 3years audited company account.
- Evidence of VAT registration & VAT remittance for the past 3years.
- Evidence of payment of non- refundable Tender Fee of N10,000 only in favour of Rural Access and Mobility Project.
- Letter of Financial Capacity & Banking Support.
- Evidence of Contribution to Industrial Training Fund (ITF).
- Detailed evidence of compliance with Pension Act.
- Evidence of 2 – 3 similar jobs previously executed or currently executed (including letters of award, completion certificates, payments)
- Evidence of Company’s registration with COREN
- Evidence of availability of Plant and Equipment owned by the Company
- Consent Letter authorizing the Client to verify the authenticity of the claims.
- Any other document(s) to support the qualification and tender documents as may be contained in the Standard Bidding Documents.
5. Collection of Tender Documents
Prospective Bidders shall apply for Standard Bidding Documents upon written application addressed below:

Nigerian Agricultural Insurance Corporation (NAIC) House,
Abuja.
Thereafter, the company shall obtain the bidding document on presentation of evidence of payment of a non – refundable tender fee of N10, 000,00 at the RAMP office.
6. Submission of Tender Documents
Completed Technical and Financial Bids are to be submitted in three (3) copies which includes one (1) original and two (2) copies. each of the documents should have two (2) separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” and both sealed in a third envelop marked with the project title and lot no. at the top right hand corner and addressed to the office below not later than 12.00 noon on 13th November, 2013.

7. Opening of Bids
Technical bids will be opened publicly at 1.00pm same date at the Conference Room, Rural Access and Mobility Project after the close of the submission
