Expression of Interest (EOI) for the Provision of Facility Management Services
1.0 Introduction
The Nigerian Electricity Regulatory Commission (MERC) is established by the Electric Power Sector Reform (EPSR) Act, 2005. The Commission is mandated by the EPSR Act, amongst other things, to create, promote and preserve efficient electricity industry and market structures, as well as ensuring that regulation is fair and balanced for licensees, consumers, investors and other stakeholders. The EPSR Act provides that the headquarters of the Commission shall be located in Abuja, Nigeria.
In line with this mandate, the Commission has commenced the acquisition of a corporate head office complex in Abuja.
2.0 Objective
The Commission intends to have a befitting corporate head office complex, assure an efficient, comfortable and clean working environment for its Commissioners and staff as well as maintain a technology-driven sustainable modern working office environment.
Reputable companies with proven track record and experience to meet the above objective are hereby invited to submit an Expression of Interest to undertake/provide facility management of the proposed NERC head Office complex.
3.0 Scope of Work
The scope of work Involves:
The provision of a modern facility management system for the corporate head office building of the Commission.
4. 0 Eligibility Criteria
All expression of interest must be accompanied with the following:
1. Evidence of registration with Corporate Affairs Commission
2. Current tax clearance certificate for the immediate past three years (i.e. 2009-2012)
3. Certificate of VAT registration with evidence of VAT remittance
4. Evidence of compliance with the provisions of section 16(6)(d) of the Public Procurement Act 2007 as it relates to the Pension Reform Act
5. Evidence of registration and remittance of training contributions to FIT in compliance with Section 6 (2) of the Industrial Training Fund (Amended) Act 2011.
6. Last three (3) years audited accounts of the company duty stamped by a certified auditor
7. Evidence of financial capability and banking support
8. Evidence of compliance with Financial Reporting Council (FRC) of Nigeria
9. Verifiable evidence of successful completion of similar projects executed
in the past 5 years.
10. Experience/technical qualification and experience of key personnel
11. All relevant information concerning contacts, their telephone numbers and email addresses
5.0 Submission of Expressions
All Expression of Interest documents must be submitted in three copies (one original and two copies) in a separate sealed envelope and clearly marked “Expression of Interest for NERC Facilities Management and addressed to:
