Invitation for Expression of Interest/Tender for the Engagement of Pre-Shipment Agents (PIA) for Non-Oil Exports Under the Nigeria Export Supervision Scheme (NESS)
1. Introduction:
The Federal Ministry of Finance is desirous of engaging the services of reputable and competent consultants/service providers to provide surveillance services to ensure that non-oil exports comply with the quality and quantity ordered, export regulations and prices quoted.
The inspection of non-oil export is under the supervision of the Nigerian Export Supervision Scheme (NESS) which was established under the Pre-shipment inspection of Exports Act No. 10 of 1996. The enabling law on NESS provides the legal framework for the programme and makes it mandatory for all Nigerian non – oil exports to be inspected prior to shipment.
The Federal Ministry of Finance hereby invites competent and reputable consultants to express interest and tender for the provision of surveillance services for non – oil exports.
2. Scope of Work:
The scope of work is as follows:
i. The company shall inspect the quality and quantity of goods for export at production or storage centres, and/or at shipping ports and other points of dispatch.
ii. The company shall perform inspection to the extent necessary to ensure that the prices, quality and quantity of goods to be exported correspond to the description and specifications submitted to the company by the exporter.
iii. The company shall accord recognition to the laws and regulations of Nigeria.
iv. The company shall refuse to inspect goods to be shipped in contravention of the Export regulations and the company shall report the details of their findings on such goods.
v. The company shall perform a comparative pricing analysis for the goods to determine that FOB prices invoiced correspond with prevailing fair market export prices and accepted FOB definitions based on obtainable information.
vi. The company will issue Clean Certificate of Inspection (CCI), certifying that the above requirements have been met.
vii. The company shall submit Monthly, Quarterly and Annual Reports of Inspection activities to
a) Federal Ministry of Finance (FMF)
b) Central Bank of Nigeria (CBN)
c) National Bureau of Statistics (NBS)
d) Nigeria Export Promotion Council (NEPC)
e) Nigeria Customs Services (NCS)
f) Office of the Secretary to the Government of the Federation (OSGF)
g) Ministry of Industry, Trade & Investment
3. Qualification Requirements:
(i) Evidence of registration with Corporate Affairs Commission (CAC).
(ii) Evidence of Current Tax Clearance Certificate for the last (3) years ending “current year”
(iii) Evidence of VAT Registration Certificate.
(iv) Evidence of last 3 years Audited accounts.
(v) Evidence of issuance of Compliance Certificate to all Organizations by PENCOM in line with Pension Reform Act 2004 (as amended),
(vi) Evidence of compliance with the amended Industrial Training Fund (ITF) Act 2011
(vii) Evidence of with Financial Reporting Council (FRC) of Nigeria.
(viii) Letter of Reference from Bankers.
(ix) Company profile indicating key officers technical as well as the technical capability of the company to undertake the inspection ; and
(x) Evidence of registration with relevant professional bodies.
4. General information:
(i) All cost incurred in preparation and submission of Tender documents are to be borne entirely by the applicants.
(ii) The Tender documents should be submitted stating title of project in hard copies (one original and two copies).
(iii) The hard copies (documents) should be correctly addressed and submitted in a sealed envelope dearly marked on the top left hand corner the Title of the project tendered.
(iv) Incomplete or late submission will not be accepted.
(v) The Ministry has the right to verify the authenticity and accuracy of the claims made in the submission.
(vi) The Ministry has the right to accept or reject any application (Tender), if deemed necessary.
5. Submission of Document
(i) The Tenders should be submitted with the evidence of payment of N100.000 (One Hundred Thousand Naira Only).
(ii) The Tenders should be submitted any time from 9.00am to 4.00pm, Mondays to Friday (Exclusive of Public Holidays) to:

(iii) The submission will close at 12:00 Noon on Wednesday 23rd October 2013
