Invitation for Expression of Interest of Consultancy (s) for proposed FMBN Institutional management Study
The Federal Mortgage Bank of Nigeria (FMBN) is an Apex Secondary Mortgage Institution set up to promote the development of low interest, affordable and decent houses for low and medium income earners towards home ownership nationwide.
In order to meet the challenges of housing provision in Nigeria, the Management of the Bank is desirous to engage reputable, experienced, technically competent and qualified Consultants) for Expression of Interest to handle issues in the Scope of Work here under:
2. Scope of Work.
i. To bring about Institutional and Management reform in FMBN with the aim of creating a viable and sustainable Secondary Mortgage Institution that can play its role in the economic development of Nigeria in accordance with its Mandate and Vision.
ii. To carry out a comprehensive review to strengthen the Corporate Governance and Management of Operational, Financial and Management systems of the FMBN with a view to determining their adequacy and appropriateness and proposing the necessary strategy for the resolution of any problems identified.
iii. To determine the technical assistance and capacity building requirements of FMBN and estimate their cost.
a) Evidence of registration with Corporate Affairs Commission (CAC)
b) Evidence of Tax Clearance Certificate for at least 3 years.
c) Copy of Value Added Tax (VAT) certified for the last (3) years.
d) Description of similar assignments, experience in similar conditions, availability of appropriate skills etc.
e) Names and addresses of clients for each referred projects on item (d) above including telephone numbers and e-mail addresses
f) Evidence of compliance with the provision of the pension Reforms Act 2004.
g) Corporate Profile of Management and Key Technical, Professional Staff including evidence of their registered Address, Functional E-mail address, Mobile Telephone Numbers and Fax.
h) Letter of guarantee from the company’s Bank,
i) Evidence of compliance with Industrial Training Fund Act 2007.
j) Evidence of compliance with NSITF Act.
k) Evidence of compliance with Financial Reporting Council Act.
4. Submission of Document (S).
I. The completed documents should be enclosed in “SEALED” envelopes and marked “EOIIMS/001” and addressed to:

II. The complete documents should be deposited in the Submission Box at the Office of the Board Secretary, 3rd Floor, Head Office Building, Abuja.
5. Closing/Opening Date
The submission of documents closes at 12:00noon on Monday, 4th Nov, 2013 and will be opened immediately on the same date at the Bank’s Board Room, 4th Floor, Head Office Building, Abuja.
- The Bank will not enter into any Correspondence with any Consultant or Firm as to why they are not successful.
- All incurred and associated expenses in preparation of the Bid shall be borne by the prospective Consultant(s)/Firm.
- Only short listed Consultant(s)/Firms shall be contacted.
