Request for Proposals
The Overseas Development Assistance (ODA) Department of the Ministry of Finance, Delta State, with support from the United Nations Development Programme (UNDP), invites. Qualified Consultants/Consultancy Firms and Civil Society Organizations (Based in Delta State) to apply for activities geared towards promoting public accountability and Good Governance at state and local levels as well as Aid Coordination Management Activities. The activities will also promote increased transparency and accountability by Government officials in the implementation of development projects and initiatives. The following major activities under the Aid Coordination and Governance and Peace Building components are currently open for qualified Firms and CSOs to submit proposals:
AID Coordination
1. Background
Aid Coordination refers to the planning and procurement by a recipient government of aid from its donor partners and its integration into development goals and strategies. Aid Coordination increases the efficiency of Aid by improving its targeting to priority areas and reducing the overlap of Donor assistance, ensures the alignment of Donor assistance to Government sector policies, strengthens Government’s own monitoring and evaluation systems and provides up to date and publicly available information on implementation of donor supported programmes.
Activity 1 – Consultancy to Develop Web Based and Aid Coordination Database and Train Relevant Officers:
1. Overview
The Overseas Development Assistance (ODA) Department, Ministry of Finance requires a Consultant to design a web based Aid Coordination Development Assistance Database containing information on development assistance from Development Partners, highlight the development projects that have been implemented by MDAs, CSOs and other Implementing Partners as well as provide financial summaries of aid assistance received by all implementing partners in Delta State. This activity will be carried out in consultation with the National Planning Commission. The expert will report to the ODA Department. The outputs and deliverables of this process as stipulated in the TOR shall belong to ODA Department. Ministry of Finance, The objectives of this consultancy are:
- To provide up to date and publicly available information on donor supported programmes.
- Improve the exchange, transfer and flow of information and opportunities on external assistance.
- To highlight the effectiveness and success stories of development aid in the State.
- To build capacity of staff involved in Aid Coordination on managing the web based Aid Coordination database.
- Qualifications, Technical Competencies and Experience
- Be a reputable individual or firm with proven record of accomplishment in consulting for the public sector on ICT for development, database management e-governance, Aid Coordination as well as other development areas.
- Extensive and in-depth knowledge and experience in web development and database management.
- Proof of previous consultancies undertaken in the same or similar areas to the advertised subject matter of the TOR.
- Preferably have knowledge of working with UN agencies/bi-lateral agencies.
- A Degree in Computer Science or Formal training on ICT for Development.
- Proficiency in the use of computers and computer programmes as well as web design and database software.
Activity 2 – Consultancy to Carry Out Mapping of NGOs Operating in Delta State:
- Overview
As part of processes to ensure effective coordination of donor assisted development programmes in the state, and updating of the State Development Assistance Database, the ODA Department is embarking on a mapping of local and international NGOs and CSOs based in Delta State. This Consultancy is designed to provide a database and report containing contact details and thematic areas of expertise, information on development assistance to NGOs and CSOs from Development Partners highlighting the development projects that they have implemented, and financial summaries of aid assistance received by all CSOs and NGOs in Delta Stale. The expert will report to the ODA Department. The outputs and deliverables of this process as stipulated in the TOR shall belong to ODA Department, Ministry of Finance. The specific objectives include:
- To develop a comprehensive database of CSOs and NGOs working in Delta State highlighting thematic areas, funding sources, areas of competence and contact details.
- To provide reliable, current and publicly available information on NGOs and CSOs.
- To improve the exchange, transfer and flow of information, partnerships and opportunities on external assistance between the ODA Department and NGOs.
- To highlight the effectiveness and success stones of development assistance through NGOs and CSOs in the State.
- Qualifications, Technical Competencies andExperience
- Be a reputable individual or firm with proven record of accomplishment in consulting for the public sector on development, database management, Aid Coordination as well as other development areas.
- Extensive knowledge of NGO operations, systems and structures.
- Proof of previous consultancies undertaken in the same or similar areas to the advertised subject matter of the TOR.
- Preferably have knowledge of working with UN agencies/bi-lateral agencies.
- An advanced degree in a Social Science discipline.
- Proficiency in the use of computers and computer programmes, database design and management.
Activity 3 – Consultancy to Develop an Aid Framework/Development Assistance Policy for the Overseas Development Assistance Department to Facilitate Aid Coordination in Delta State
1. Overview
The objectives of the consultancy are to ensure that the Development Assistance Structure is strengthened for effective coordination of Aid in the State. Specifically, the policy should:
- Highlight the State Development Priorities as contained in the State Vision 2020 and the Delta Beyond Oil Frameworks.
- Clearly define functions and responsibilities of the State institutions and Development Partners involved in the process of Aid management.
- Design an organogram in line with existing structures and state peculiarities.
- Facilitate the clustering of MDAs for ease of identifying and planning for development assistance.
2. Qualifications and Experience
Be a reputable Individual or firm with proven record of accomplishment in consulting for the public sector on governance, project monitoring and evaluation, economic and social issues as well as other development areas.
- Extensive and in-depth knowledge and experience in Aid Coordination, proposal writing and design and working with donor agencies.
- Proof of previous consultancies undertaken in the same or similar areas to the advertised subject matter of the TOR.
- Preferably have knowledge of UNDP Aid coordination frameworks and experience in working with UN agencies/bi-lateral agencies.
- Masters Degree in project management, development studies or other relevant social Sciences.
- At least 7 years of comparative experience in Aid Coordination, project monitoring and design and development of proposals and policy frameworks with an international organisation, or reputable national/regional Non-Governmental Organisation.
Governance & Peace Building
Background
In keeping with the required, globally accepted culture of transparency accountability in public governance, prudence in the management of public resources for the greater good of citizens and residents alike, as well as the need to give practical effect to existing constitutional guarantees on the right of citizens to participate in governance, the Government of Delta State in partnership with the Governance & Peace Building Programme of the United Nations Development Programme (UNDP) and other development partners are supporting a range of initiatives aimed at Fiscal Responsibility and Public Procurement Reforms and also increasing citizen’s voice in governance. In addition, these programmes are also geared towards improving the effectiveness of the existing public finance management framework in the two tiers of governance in Delta State as well as creating the necessary, conducive environment for greater participation and effective dialogue between Civil Society Organisations and the Government, in policy formulation and implementation processes in the State.
The Overseas Development Assistance Department of the Ministry of Finance, Delta State in collaboration with the United Nations Development Programme (UNDP), through its Governance and Peace Building Programme, is pleased to request for proposals from Non-Governmental Organisations for the implementation of the project entitled Promoting Public Accountability and increased Public Participation in Budgetary and Development Processes in Delta State.
Activity 1 – Consultancy to Set-Up and Effectively Manage Information Action Centresin Delta State in Line with the Objectives Behind Their Establishment:
- Objectives
The objectives of this programme include the following:
- Improving through more robust compliance and implementation, the effectiveness of the existing policy and legal framework on public finance management applicable in the two tiers of governance in the State.
- Creating a relatively effective institutional framework by which public institutions in all tiers of government in the State can reach out to people in local communities and at the grassroots level in the State and pro-actively provide information on various issues of concern to the populace. Such issues include information on the public budget, proposed development projects, etc. The framework should also provide an avenue for advocating and sensitizing the beneficiaries of various public projects on the need for more effective ownership and sustainability of such developmental projects in their respective communities in the State.
- Monitoring the activities and performance of ail institutions vested with the responsibility of implementing various public works projects specifically stipulated for implementation in the annual appropriation law in the State. In this wise, the centres established under this project would also receive feedback from the local communities and the populace at grassroot on the actual level of implementation of various Government projects at the Local Government Areas. This is being done with the underlying strategic objective of promoting increased transparency and accountability of all public officials and other stakeholders involved in the implementation of such development projects in the local communities.
- Provide an effective avenue for giving effect to the right of citizen’s and residents alike to access public information in the custody of all institutions of governance in the two tiers of government in the State.
- Create the necessary, conducive environment for greater participation and effective dialogue amongst and between Citizens, Residents, Civil Society Organisations, Community Based Organisations, other Stakeholders and the Government, in policy formulation and implementation processes in the State.
- Provide robust channels through which various interest groups, including citizens, residents, Civil Society Organisations, Community Based Organisations and other stakeholders channel their feedback and complaints on various aspects of public governance to public institutions at ail tiers of government vested with the responsibility of addressing such issues.
- Required Educational Qualifications and Experience for CSO Managers
- Minimum of Masters Degree in Sociology, Political Science, Development Studies, Public Administration or other relevant Social Sciences.
- Be a reputable Civil Society Organisation with proven record of accomplishment in the areas of promoting good governance, transparent and accountable leadership in the public service, advocating for more effective public procurement and the institution of sound fiscal policy framework and budget monitoring in Delta State.
- Knowledge of budgetary reforms at sub-national levels, including knowledge of the political terrain, legal and regulatory framework governing the management of public resources.
- Extensive knowledge and at least. 5 years experience in the areas of strategic planning on issues around budget tracking, project monitoring and public accountability at sub-national levels.
- Experience in facilitating trainings/meetings/sensitization activities on participatory budgeting and expenditure tracking as well as project monitoring and public accountability generally.
- Excellent written and Oral English communication skills.
Activity 2 – Consultancy to Provide Support for CSOs Towards Embarking on Expenditure Tracking and Project Monitoring in Delta State
1. Objectives
The overall objective of this consultancy is to Improve public monitoring of performance and public finance management in State and Local Government institutions as well as improve environment for civil society, with more effective dialogue between civil society and the government and more effective civic participation in policy processes.
The specific objectives are therefore:
- To develop a capacity building orogramme for Civil Society Organisations (CSOs) in Delta State.
- To organise a two day workshop for CSOs in Delta State, geared towards improved knowledge of Participatory Budgeting, Expenditure Tracking and Project Monitoring
- To support and monitor selected CSOs towards embarking on expenditure tracking and project monitoring and promote CSO participation in budgetary processes
- To facilitate the setting up of a coalition of CSOs on the focal areas of Budget monitoring, expenditure tracking and project monitoring
- Required Educational Qualifications and Experience
- Minimum of Masters Degree in Sociology, Political Science, Development Studies, Public Administration or other relevant social sciences
- Be a reputable Civil Society Organisation with proven record of accomplishment in the areas of good governance, fiscal policy and budget monitoring.
- Knowledge of budgetary reforms at sub-national levels, including knowledge of political terrains and the legal and regulatory frameworks governing the management of public resources.
- Extensive knowledge and at least 5 years experience in the areas of strategic planning in the areas of budget tracking, project monitoring and public accountability at sub-national levels,

Activity 3 – Consultancy to Set Up the Youth Parliament, Youth Anti-Aids Clubs and Empower Youths to Promote Integrity and Public Accountability in Delta State
- Background
This programme is designed to ensure that Youths are empowered to use their dynamism and innovation to promote Integrity and public accountability. We recognize the fact that youths are a powerful force for change and that youth activism is on the rise with a lot of young people taking action for social transformation. Youths are also engaging their communities and making their voices heard. Young people are unarguably critical in the growth and development of any nation. Therefore, the youth can be agents of positive change if properly mentored to transform the Nigerian society. This programme is therefore being organized to enlighten youths on the issues of anti corruption, transparency and integrity and on the roles they can play as agents of positive change in the society.
The expert will report to the Overseas Development Assistance Department of the Delta State Ministry of Finance and the Directorate of Youth Affairs.
- Required Educational Qualifications and Experience
- Minimum of Masters Degree in Sociology, Political Science, Development Studies, Public Administration or other relevant social sciences
- Be a reputable Organisation/Consultant with proven record of accomplishment in the areas of good governance, fiscal policy and budget monitoring.
- Knowledge of public accountability reforms at sub-national levels, including knowledge of political terrains and the legal and regulatory frameworks governing the management of public resources.
- Extensive knowledge and at least 5 years experience in the areas of strategic planning in the areas of public accountability at sub-national levels.
- Experience in facilitating high level advocacy and sensitisation on public accountability including anti corruption and integrity building.
- Proven Experience in working with youths is an added advantage
- Excellent written and oral English communication skills.
Activity 4 – Implementation of International Public Sector Accounting Standards (IPSAS)
- Background:
IPSAS is a global principle based reporting standard with requirements towards preparing financial statements in order to ensure uniformity. The Nigerian Government adopted the use of I PSAS in July 2010 and the Delta State Government has taken steps towards its implementation, its adoption by leading world economies is an attempt to close the gap between locally adopted standards and a set of acceptable standards with rules for similar transactions to be compared, analysed and interpreted across countries around the world. The major objective for this programme, therefore, is to conform to international accounting standards in Public Financial Management reforms in the State through training of accounting personnel and development of appropriate policy frameworks.
- Required Educational Qualifications and Experience
- Minimum of Masters Degree in Accountancy, Finance or other relevant disciplines.
- Be a reputable Organisation/Consultant with proven record of accomplishment in the areas of public finance management and accounting systems.
- Knowledge of PFM reforms at sub-national levels, including knowledge of political terrains and the legal and regulatory frameworks governing the management of public resources.
- Up to 7 years experience in facilitating high level trainings/meetings on public finance management and accounting systems.
- Excellent written and Oral English communication skills.
Social Projection
Activity 1: Consultancy to Conduct Mapping of Vulnerable Households in Six Communities (Local Government Areas) in Delta State
- Background
This project seeks to assist vulnerable persons with different social protection measures to enhance their well being. However, no meaningful intervention/assistance can be done without accurate data; hence the need to map the vulnerable persons in the targeted pilot communities to generate accurate and up to date data on these categories of persons. The project will be carried out in Oshimili North, Aniocha North, Ughelli North, Ethiope West, Isoko North and Bomadi.
- Objectives
The objectives of this Consultancy are:
a) To determine the number of orphans and vulnerable children, physically challenged persons and elderly persons in the 6 communities by age and gender.
b) To determine the factors responsible for orphan hood and vulnerability.
c) To describe the socio-economic well being and living conditions of the OVC, elderly and physically challenged.
d) To determine the number of child headed/female headed households.
e) Assess the educational, health, economic, nutritional and psychosocial status and protection needs of these vulnerable groups.
f) Investigate the community level factors (attitudes, perceptions and practice) that impact the well being of the vulnerable groups.
Livelihood & Youth Empowerment
Activity 1 – Consultancy to Carry Out Compilation and Classification of MSMEs in Delta State
1. Background
Developing a group of diverse and competitive Small and Medium Enterprises (SMEs) is a central theme towards achieving sustainable economic growth. SMEs are crucial to the economic growth process and play an Important role in the country’s overall production work.
Some advanced economies have succeeded because SMEs form a fundamental part of the economy comprising 98% of total establishments and contributing to over 65% of employment as well as over 50% of the gross domestic product.
Although the numbers might he lower in Nigeria and Delta State in particular, SMES have the potential to contribute substantially to the economy and can provide a strong foundation for the growth of new industries while at the same time strengthen existing ones for future development.
- Objectives:
The objectives of the consultancy are as follows:
- To coordinate in collaboration with the MDA, the compilation of all SMEs in Delta State, for the development of an SMEs Compendium.
- To classify the SMEs by size e.g. Micro, Small or Medium and know the numbers of each class.
- To carry out needs assessment for each class of SMEs and compile same to enable Delta State government develop strategies to meet them.
- To organize SMEs In the State as a strategy to enhance support from the Government and sustainability, and therefore strengthening SMEs to contribute to the Delta State economy.
- Develop and Print SMEs Compendium.

Activity 2 – Consultancy to Carry Out A 3-Day Business Development Workshop onPreparation of Business Plan/ Feasibility Studies, Book Keeping and Use of ICT in MSMEs Development
- Background
The workshop on preparation of Business Plan/feasibility studies, basic Book Keeping and use of ICT in growing MSMEs is designed for MSMEs practitioners registered and non-registered, who wish to enhance their capacity to access credit, increase their knowledge on business management and how to tap into ICT as a means to grow their businesses.
Post training support includes provision of counseling services, legal services for business registration, and consultancy in preparation of Business Plans and/or feasibility studies, and access to credit for expansion.
The Objectives of the programme are to:

- Encourage SMEs to formalize their business and increase their access to Intervention funds and credit facilities.
- Increase the capacity for SMEs to manage their businesses for sustainability and prepare a sound business plan for consideration by credit entities.
- To integrate not less than 50 SMEs info the formal sector.

- Be a reputable individual or firm with proven record of accomplishment in skill acquisition and entrepreneurship development training.
- Not less than 5 years of cognate experience in a Capacity Building and entrepreneurial development training.

- Preferably have knowledge in working with UN agencies/bi-lateral agencies.
- Minimum of B.Sc. Degree in Entrepreneurial Study or other relevant areas.
Activity 3 – Capacity Building For Administrators and Instructors of Asaba, Bulu-Angiamaand Orerokpe Youth Development and Skill Acquisition Centres.
- Background:
The youth development and skill acquisition centres were established to fill the gap between conventional education and vocational training which appears to be the bedrock of any nation’s industrial development. Consequently, the youth that are trained in the skill acquisition centres, are not lower than SSCE holders, and need special care and attention in the course of the vocational training and the administrators and instructors are not experts in the area, even though they are good in teaching their vocational skills. The administrators have only been trained as professional youth development officers, but have not been through intensive centre management training courses.
The Instructors have had refresher courses in their vocations and not in centre management.
Therefore, it is expedient to train both administrators and instructors in “Efficient and Effective Centre Management” to have a holistic approach to total youth development in Delta State.
- Objective:
The objectives of the training are as follows:
- Help the administrators master the intricacies of centre management financially, personnel, public private partnership and record keeping.
- To inculcate in the instructors good teaching techniques and trainees co-ordination.
- To enable all participants become conscious of the responsibility of transforming the lives of the youth to positively affect their immediate society, as the youth development slogan is “Build the Youth, Build the Nation”
Required EducationalQualifications andExperience
- Minimum of Masters Degree in Business Management, Public Administration or other relevant disciplines.
- Be a reputable Organisation with proven record of accomplishment in the areas of centre administration and management of youth programmes.
- At least 5years experience in facilitating high level trainings/meetings in the same or similar areas
Excellent mitten and oral English communication skills.
