Tender Opportunity for the Provision of Drilling & Completion Services to Support Swamp/Land Drilling and Completion Operations
(1.0) Introduction
Enageed Resource Limited (Company), operator of OPL 274 Onshore Nigeria, invites interested and qualified companies to participate in the bid process for the provision of the under listed services required for its drilling and completions program.
The service shall continue for a primary term of two (2) years with one (1) year optional extension on same terms and conditions.
Note: Interested companies must be prequalified in the respective NJQS Product/Services Category.
(2.0) Scope of Work/Services Required
The anticipated commencement date for the land drilling and completion program is Q3-2015 while the swamp drilling is expected to start in Q2-2016. The well program shall involve the drilling and completion of an estimated twelve (12) land wells and two (2) wells on swamp locations, subject to a detailed work program to be issued at the ITT stage.
Interested bidders shall be able to provide services in compliance with relevant API, Industry and Company’s recommended standards. Below are the services required and the relevant NJQS category codes:

Cement Products, Engineering & Pumping Services | 3.04.04 | 3800051 | Contractor shall provide and maintain minimum equipment level at company’s well location required to perform cementing services on call-out basis in a safe, timely and environmental friendly manner. Services shall include but not limited:· Provide cementing, testing and recording operations for but not limited to all casing sizes and squeeze operation

Filtration Services | 3.04.36 | 3800063 | Contractor shall provide and maintain minimum equipment level at Company’s well location required to perform Filtration Services on Call-Out basis in a safe, timely and environmental friendly manner. Services shall include but not limited to:· Provision of Filtration package to consist amongst others DE Filter unit, dual pot cartridge filter unit, centrifugal pump skid, discharge and suction hoses and turdiameter Filtration chemicals and products and Filtration of various types of fluids including but not limited to water, brine, work over fluids.

Drill Stem Testing (DST) Surface & Subsurface Services | 3.04.30 | 3800055 | Contractor shall provide and maintain minimum equipment level at Company’s well location required to perform DST Surface & Subsurface Services on Call-Out basis in a safe, timely and environmental friendly manner. Services shall include but not limited to:· Furnish well testing surface equipment (flow head, choke, manifold, heater, separator, burners etc). Contractor will be responsible for making all relevant calculations and submit detailed oil “well test report” including all electronic flow data and calculations. In addition, surface PVT will be required, oil and gas bottles to be supplied by Contractor and all other equipment and chemicals for stimulation services.
· Drill-stem Testing Personnel to assist with the design and planning of operations and Specialist for conducting Hazard review of DST operations as part of the pre-planning operations · Provide sub-surface equipment to perform drill-stem testing on a call-out basis for different casing as required by Company · Provide Auxiliary equipment required to perform Data Acquisition and Surface Sampling · Provide Annular Pressure operated down hole control valves · All necessary equipment, tools and experienced personnel necessary to satisfactorily perform the above services. |

Services shall include but not limited to:· Provide complete state of the art sand control (gravel pack, slurry pack, high rate water pack, frac-pack) and stimulation engineering equipment and materials for wells located Onshore/Swamp
· Contractor shall have field proven capabilities to engineer and execute reliable sand control treatments in highly deviated cased hole, open hole and horizontal completions. Bidders shall provide all necessary equipment (e.g. pumps, tanks, blending systems), temporary piping, monitoring and control system to perform sand control treatments with gelled carrier fluids, proppant concentrations with viscous gel carrier fluids. · Contractor shall utilize comprehensive design and evaluation stimulation software. Bidders shall provide all required materials including work string cleaning/pickling treatment, proppant, gravel pack sand, acid treatments (HCL and mud acid), linear and cross-linked gel systems, and associated additives. · Contractor shall be required to have expertise and sufficient inventory of spares and equipment to deploy to Company drilling operations. |

Services shall include but not limited to:· Provision of Secondary mud recovery/cuttings dryer system with feed pumps, low and high speed centrifuges capable of obtaining less than 5% cuttings oil retention.
· Screw conveyors or vacuum system to move cuttings to the dryer (i.e. vacuum system, screw conveyor with drive, diaphragm transfer pump, or combinations thereof, etc.). Cuttings conveyance system shall be compliant with limitations imposed by the drilling unit configurations. Conveyance must provide continuous feed of cuttings to vertical/ horizontal centrifuge. · Recovery tanks to receive fluids from high speed centrifuge and dryer. · Diaphragm transfer pumps properly sized for system requirements. · Installation personnel, components and consumables including, but not limited to pipe, fittings, valves, flanges, hoses, brackets, gaskets, welding rods, electrical connections, paint, etc. · Equipment cabling, cable ways, catch pans, frames, access platforms with handrail and equipment foundations as necessary for safe installation and operation. · All necessary equipment, tools and experienced personnel necessary to satisfactorily perform the above services. |

· TCP systems include but are not limited to shoot-and-pull, shoot-and-drop. single-trip perforate and squeeze, auto-release gun hanger systems, multizone perforating, dual-well short-string deployed perforating and dual string Y-block deployed perforating. · TCP equipment includes but is not limited to the gun carrier, deep penetrating and big-hole gravel pack charges, safety gun spacer, bull plug, swivel sub, mechanical and hydraulic firing systems, automatic gun/tubing release systems, fill disc/debris sub, underbalance sliding sleeve vent, mechanical set packer, pressure transfer sub, safety joint, hydraulic jars, annulus operated valve, reversing valve, radioactive marker, gauge carrier and P/T memory gauges, surface shot detection, master valves, flow tee, detonating bars with rollers and retrieving tool, circulation/test manifold, tool re-dress kits, and safety equipment. · Contractor will supply a Quality Plan outlining procedures to ensure that Company receives equipment that has been properly prepared for utilization. · All necessary equipment, tools and experienced personnel necessary to satisfactorily perform the above services. |

Well bore Cleanout Services | 1.01.03 3.04.36 | 3800054 | Contractor shall provide and maintain minimum equipment level at Company’s well location required to perform Wellbore Cleanout Tools, Chemicals and Services on Call-Out basis in a safe, timely and environmental friendly manner. Services shall include but not limited to:· Wellbore Cleanup Tools (various sizes of casing scrapers, casing brushes, riser brushes, jetting tools, riser Jetting tools, debris catchers, magnets, junk baskets, mud tank cleaning equipment etc).

Waste Treatment Services | 3.15.07 | 3800070 | · Contractor shall possess the technical, operational, regulatory and resource capability required to sufficiently manage – from cradle to grave, the Treatment, Processing and Disposal of hazardous waste generated during oil and gas well drilling program in line with EGASPIN and other industry/DPR reorganized national, regional and international waste management regulations, standards, guidelines and conventions.· Contractor shall track and document the final disposal or alternative use of the treated drill cutting residue to ensure it complies with DPR and EGASPIN requirement for oil filed waste products. Contractor shall conduct annual environmental review of impact (if any) of all alternative use or disposal of the waste residue produced from the Waste Treatment Plant. Contractor shall report any impact to Company and DPR.
· Contractor shall provide required equipment for the treatment and management of drill and wellsite waste including leak proof waste Tanks, Buckets, incinerators, Thermal Desorption Units (high or low temperature). Equipment and procedure shall meet minimum API, DPR and EGASPIN recommended standards

Waste Management Services | 3.15.07 | 3800067 | · Contractor shall possess the technical, operational, regulatory and resource capability required to sufficiently manage – from cradle to grave, the Handling, Transportation, processing and disposal of hazardous waste generated during oil and gas well drilling program in line with EGASPIN and other industry/DPR reorganized national, regional and international waste management regulations, standards, guidelines and conventions. These wastes shall include but not limited to drill cuttings generated from the use of Non Aqueous Fluid (NAF) products and/or Water Base Mud (WBM).· Contractor shall provide necessary equipment to capture the drill cuttings from the outlet of the rig solid control equipment and convey off the rig by auger, blower or any other industry means into third party skips. The PRIMARY means of conveying the waste from the rig to the onshore treatment facilities will be by Skip-and-Ship or ISO pumps or other approved storage system.

Dredging Services | 3.06.07 | 3800071 | The scope of work shall consist of but not limited to the following;· Mobilisation of all labour, supervision, bonds, insurance, materials, plants and equipment, for performing all operations necessary in connection with the dredging of an access route and drilling slots location at Pologbene access and slots situated in OPL-274, in complete and strict accordance with the comprehensive agreements with all federal, state, and local government regulations and permit conditions.
· The project consists of the removal of accumulated sediments within the main stem of an approximated length of 5km access route to Pologbene field and the associated slots location.

(3.0) Mandatory Tender Requirements:
(A) To be eligible for this tender exercise, interested bidders are required to be prequalified under the relevant NJQS Product/Service category specified in the table above. Suppliers pre-qualified under these product categories by the advert close date will receive an Invitation to Technical Tender (ITT).
(B) Please note that interested bidders including their sub-contractor(s) shall be required to:
(1) Meet all mandatory requirements as contained in the NipeX portal to be listed as “Prequalified” under a specific Category in the NJQS database. (2) Meet all Nigerian Content requirements stated in this advert.

(4.0) Nigerian Content
(A) Demonstrate that entity is a Nigerian indigenous service company with having 51% and above Nigerian equity shareholding in the ownership structure of the legal registered entity of tenderer in Nigeria and duly registered on the NCDMB NOGIC JQS as service providers under the applicable and relevant product category. Submit certified true copies of CAC forms 10,02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc) and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Maximizing Nigerian Content is a key contract priority, therefore Nigerian indigenous company in alliance with foreign and multinationals companies must provide evidence that the Nigerian indigenous company will be the lead and submit the binding memorandum of Agreement (MOA) of the alliance. This MOA will.
(1) Be governed by the laws of the Federal Government of Nigeria.
(2) Show scope of work each party will perform in executing the work scope.
(3) Signed and dated by the Managing Director of both parties.
(4) Show a schedule of the list of equipment and personnel that will be supplied to execute work scope.
(B) Provide evidence of the percentage of (i) key management positions that are held by Nigerians; and (ii) total work force that are Nigerians. Also, show overall percentage of work to be performed by Nigerian resources relative to total work volume.
(C) Tenderer to provide verifiable evidence of detailed location of in-country facility of warehouse, office, yard workshop, laboratory and camp (certificate of ownership, lease agreement, layout drawings and photographs) or a Binding Memorandum of Agreement, duly signed by the chief executive of both parties, supporting an alliance with any existing in-country facilities’ owner(s)
(D) Provide details of project-specific training, man-hour budget, skill development and technology transfer plan for Nigerian personnel according to work scope. Include evidence of past performance on training and development for Nigerians nationals. Plan for sponsorship of Nigerians to acquire competence and/or certification
(E) Tenderer shall demonstrate evidence of 50% ownership of equipment to be deployed for the work scope.
(F) Provide evidence of approved Nigerian Content Equipment Certificate (NCEC) or status of the application submitted to NCDMB for the certificate.
(G) All Bidders for a project/contract/service with a completion period of 12 months or more are required to submit as part of the Nigerian Content requirement, a signed Memorandum of Agreement (MOA) between it and one of the research and development (R&D) Clusters established by the Nigerian Content Development & Monitoring Board (NCDMB). The MOA shall be relevant to the project and shall indicate how the Bidder intends to use the relevant R&D Clusters during project execution.
(H) All applicants shall demonstrate evidence of their registration on the NCDMB NOGIC JQS for the product category
(I) Develop an employment and training plan which shall explain the contract hiring and training needs with a breakdown of the skills needed and anticipated skill shortage in the Nigerian labour force. Submit the
list of personnel and job positions to be employed in executing the service. Positions to be occupied by expatriate and non-Nigerian nationals shall be supported by expatriate quota approvals by NCDMB
(J) Produce a list of work packages and third party services in the contract that should be reserved for Community Contractors.
(K) Produce a list of materials that will be procured from Nigerian Manufacturers. Applicants shall submit the list of products, materials and consumables for performing the service and the source of supply for each item
(L) Produce a plan of how it intends to measure Nigerian Content Performance against set targets.
For Cement Products, Engineering & Pumping Services:
Tenderer shall submit MOA with a local cement manufacturer for the supply and procurement of Class G cement in line with first consideration of the NOGICD Act.
For Drilling & Completion Fluid products and Mud Engineering Services:
Tenderer shall submit evidence of the total quantity by tonnage of barite & bentonites required for performing the service and confirm the total quantity by tonnage to be procured from Nigerian miners. Tenderer shall submit the proof that 60% by tonnage of the total quantity of barite and bentonite to be blended at mud plants for performing the services are raw materials mined and processed by local miners and mills by submitting binding memorandum of agreements for procuring barite and bentonite for the quantity by tonnage from local miners and solid mineral processing mills in Nigeria.
Tenderer shall provide the breakdown of the total quantities for other mud chemicals scope of procurement supply (e.g. hydrated lime, base oil, drilling detergents, calcium carbonate, etc.) and the quantities of material commitment on contract to procurement in-country consistent with industry Nigerian Content targets including binding memorandum of agreement (MOA) from the local manufacturing plants in Nigeria.
For Wellhead-Xmas Tree Equipment & Services
Tenderers shall submit evidence of ownership of facilities and equipment in-country for assembling, testing and certification of Wellhead, Xmas tree equipment and support facilities.
For Waste Management & Treatment Services
Tenderers shall submit evidence of ownership of facilities and equipment in-country including the certification level of the facility.
Evidence of facilities at job site, offshore and onshore including at base, required to complete the service e.g. treatment facilities, testing and labs, disposal, storage, etc.
Evidence of valid government (ministry of environment and its agencies) authority license and permit for operating treatment plant, evidence of valid laboratory registration by relevant government authorities and evidence of valid government authority licence and permit for operating dump site.
For Dredging Services
Applicants to provide verifiable evidence of Nigerian ownership of the major equipment and asset to be deployed (i.e. dredgers, nominated self-propelled barge, standby boat, vessel, etc.) including vendor’s categorization on the marine vendor categorization on the NCDMB NOGIC JQS. Where third party equipment would be deployed, submit binding memorandum of agreement with only ‘CATEGORY A/AA’ companies in the NCDMB marine vessel categorization procedure that own the dredgers and other nominated equipment e.g. self-propelled barge, standby boat, and vessel, etc.
For applicants who own the dredgers and other nominated barge/vessel but have not registered these marine assets in the NCDMB marine vendor categorization on the NOGIC JQS, the following document shall be submitted:
(i) Bill of sales
(ii) Import duty payment for dredgers (not temporary import duty payment)
(iii) Evidence of payment to purchase or build the dredger
(iv) Purchase receipt
(v) NIMASA licence and registration of the equipment/marine asset
For the Drilling Rig and Hydraulic Workover Unit
Applicants shall demonstrate Nigerian ownership of the drilling and workover unit to be deployed to the service. Personnel on the Rig
(i) All junior and intermediate positions on the rig shall be 100% occupied by Nigerian national employees.
(ii) Applicants shall demonstrate how 75% by man-hours of the personnel positions (senior cadre and above positions) and 75% of key positions held including 75% of total manning level offshore (excluding junior and intermediate positions) on the nominated rigs/ drilling units will be occupied by Nigerian national employees.
Procurement of Consumables, Material and Services
(i) Applicants shall demonstrate plan to subcontract drill pipe supply to local service companies.
(ii) Applicants shall demonstrate plan to subcontract drilling jars supply to local service companies.
(iii) Applicants shall demonstrate plan to subcontract the provision of electric cased hole logging services on the rig to local indigenous service companies.
(iv) Applicants shall demonstrate plan to utilize Nigerian service providers, materials and products of Nigerian origin in procuring the following goods and services; e.g. catering, housekeeping, security, waste disposal, rope access, tubular inspection, cleaning & repairs, calibration & re-certification of electric motors and equipment, blasting and painting, marine vessels hire, fuel and lubricants, medivac, insurance, etc.

Only bidders who are registered under the relevant NJQS Product/Category by 4:00 pm, Wednesday 4th March, 2015 being the advert close date shall be invited to submit a technical bid.
Please note the following:
(1) Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under the relevant product/service category.
(2) The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
(3) All costs incurred in preparing and processing NJQS prequalification shall be for bidder’s account.
(4) This advertisement shall neither be construed as any form of commitment on the part of Enageed Resource Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Enageed Resource Limited and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
(5) The tendering process shall be executed via NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
