Petroleum Products Terminal and Storage Facilities Design, Engineering, Procurement and Fabrication Services
Overview
The Company, a West Africa focused petroleum products terminal and storage company, is seeking to build several petroleum products terminal and storage facilities (tank farms) across the region. Development of the storage facilities has already commenced in Nigeria and Ghana, and other countries are scheduled to commence development work shortly. Upon completion, the Company expects to have up to eight (8) different terminal and storage facility locations in four (4) countries.
Scope of Work
Our Client is seeking experienced companies to submit proposals (“Proposals”) to provide full design, engineering, procurement and fabrication of all its terminal and storage facilities across the region. Services to be provided will include the following:

1 | Design, engineering, procurement and fabrication of all the terminal and storage facilities inclusive of tank farms, pipeline, equipment whether automated, mechanical, electrical, electronic or computer based, jetties, buildings, structures and related components

2 | Front end engineering and design of the terminal and storage facility inclusive of tank farms, pipelines, equipment whether automated, mechanical, electrical, electronic or computer based, jetties, buildings, structures and related components |
3 | Provision of all related civil, mechanical and electrical services
|
4 | Design, engineering, procurement and fabrication of all the instrumentation – whether manual or automated as required for the different facilities. |
5 | Design, engineering, and construction of administrative building, tank foundation, pump house and loading platform. |
6 | Design, engineering and construction of the fire hydrant, house, and all related firefighting equipment. |
7 | Training and bandover to designated employees after construction |
8 | Availability to support post construction and fabrication maintenance

9 | Ability to build to internationally acclaimed and best practise standard which is satisfactory to the management of the Company

10 | Ability to perform duties in full compliance with the Company’s and internationally accepted practise on Health, Safety and Environment (HSE).

11 | Responsible for the planning, ordering, purchasing, receiving, storage and distribution of materials and goods in order to efficiently provide all the services

RFP Submission
All qualified organizations are invited to submit Proposals to provide the services indicated above. Qualified organizations should be able to provide detailed information regarding the following:
Technical Credentials
- Detailed organizational profile including structure, key personnel, training and qualifications and ownership listing everyone with greater than 5%
- Minimum of five (5) years’ experience in terminating and storage design, engineering, procurement and fabrication services.
- Experienced in terminating and storage design, engineering, procurement and fabrication in at least two (2) West African countries.
- Experienced in design, engineering, procurement and fabrication on at least two hundred thousand (200,000 MT) metric tonnes cumulative storage capacity.
- Provide details of projects considered relevant to demonstrate ability and capacity to undertake the scope of work successfully including:
- Client name and location
- Scope of work including capacity, and other related assets
- Date of award, contractual period, and period of execution of scope
- Completion certificates
- Award and certifications relevant to services delivered.
- Approach and methodology to managing multiple projects across multiple locations
- References
- Staffing and qualifications
The Technical Proposal should be signed by a designated Director of the Organisation and placed in a sealed envelope clearly marked “Technical Proposal”. This envelope should also be signed across the sealed flap.
Financial Proposal
All responders should, in a separate envelope, provide detailed fees, expenses and all charges for providing the indicated services with clear explanations for all assumptions made in arriving at the pricing of the services. Itemized unit prices, item value and total value must be clearly stated. VAT and any other taxes (where applicable) must also be stated as a separate element in the pricing. All this should be stated in US dollars (to account for the different countries).
The Financial Proposal should be signed by a designated Director of the organisation and placed in a sealed envelope clearly marked “Financial Proposal”. This envelope should also be signed across the sealed flap.
Both envelopes should be placed in one submission envelope, and signed across by the same designated Director for delivery.

Proposal Requirements and Validity of Offer
All Proposals shall be in English. All details of the Proposals and any Subsequent Clarification or amendment thereof, including prices and rates shall remain valid for acceptance by the Company for a period of 90 days from date of offer and on contract award shall thereafter remain fixed and firm for the duration of the contract unless expressly stated otherwise therein or agreed upon afterwards.
General Conditions
All Proposals in response to this RFP will be incorporated into the final agreement between the Company and the selected contractor. Proposals should be comprehensive and complete, as any observation made at a later date will not be taken into consideration.
The Company reserves the right to request any additional technical or commercial information deemed necessary after opening of the Proposals including but not limited to the breakdown of any pricing, rates, percentages etc.
If should be understood that the Company is not bound to accept the lowest bidder, may accept a Proposal in part or in the whole, and reserves the right to reject any or all proposals, or to cancel this Proposal at its sole discretion.
